Program Overview
The Local Transportation Funds Program, established in 2007 through ordinance 2007-35 and resolution 2007-39, represents a dedicated initiative to enhance our county's transportation infrastructure and transit services. At the core of the program is the county option sales and use tax for transportation (3rd quarter) and the local highway and transportation corridor preservation fund, providing crucial funding for a wide range of transportation and transit projects.
By investing in transportation, the county aims to enhance public safety, reduce congestion, and create a more connected and accessible community.
Program History
In 2007, recognizing the growing needs for robust transportation infrastructure and transit services, Weber County voters took a proactive step towards addressing these challenges by approving the County Option Sales and Use Tax for Transportation. The County then implemented the Local Transportation Funds program, which allows the county to utilize revenue generated for transportation and transit projects.
In the years since its inception, the Local Transportation Funds Program has played a transformative role in shaping Weber County's transportation landscape. Access to these funds has assisted numerous communities throughout the county to successfully plan and execute vital transportation projects. Not only has this program been instrumental in addressing local needs, but it has also proven to be a catalyst for leveraging matching grant funding, enabling communities to maximize the impact of their transportation initiatives.

Weber Area Council of Governments Role
The Weber Area Council of Governments (WACOG) plays a pivotal role in the Local Transportation Funds Program. In accordance with the statute governing the County Sales and Use Tax for Transportation and the Local Highway and Transportation Corridor Preservation Fund, WACOG holds the responsibility for creating the annual priority list and overseeing the application procedures.
To facilitate this process effectively, WACOG established the Transportation Subcommittee, comprised of six elected officials and representatives from the Utah Department of Transportation (UDOT) and the Wasatch Front Regional Council (WFRC). The Subcommittee actively participates in the project evaluation process and creation of the annual priority list recommendation. Our close collaboration with partners from UDOT and WFRC offers expert support and ensures that projects prioritized with local funds align with and enhance connectivity within the existing and planned transportation system.
Program Guidelines
The Local Transportation Funds Program allows municipalities and the transit district within Weber County to access funds for various transportation and transit projects. Applications can be submitted for corridor preservation, congestion mitigation and capacity expansion projects.
Eligible Projects
Funds can be utilized for a wide range of projects, including but not limited to:- Development and construction of class A, B, C, and D roads.
- Traffic and pedestrian safety infrastructure
- Public transit systems
- Corridor preservation
Application Process
Letters of Intent:Interested parties are encouraged to submit Letters of Intent to express their intention to apply for project funding under the Local Transportation Funds Program. The Letter of Intent submission deadline is on the first Monday in May annually.
To submit a Letter of Intent, please follow these steps:
- Download the Letter of Intent Form from our Website.
- Complete the form with detailed information about your proposed project.
- Email the completed Letter of Intent Form to wcltf@webercountyutah.gov before the specified deadline.
Applications for project funding are accepted annually, with the deadline set on the second Monday in July. Prior to submitting an application, interested parties must have submitted a Letter of Intent by the specified deadline on the first Monday in May.
To ensure accurate scoring and effective evaluation, it is crucial to provide comprehensive information in every field of the Concept Report. We kindly request that applicants adhere to the following guidelines when completing the Concept Report:
- Complete All Fields: Fill in every field on the Concept Report to ensure a thorough understanding of your project.
- Corridor Preservation Funding: If your project involves Corridor Preservation for a future project, please list the amount of funds being requested in the Corridor Preservation column.
- Sales Tax Funds: If the project is requesting funds for construction and funds to purchase right-of-way, please list the total amount of the funds being requested in the Sales Tax column.

Include Essential Attachments: Such as:
- Project maps and plans
- Project photos
- Traffic studies, engineering reports, economic impact assessments, environmental impact assessments
- Itemized construction cost estimates
- Itemized right-of-way acquisition expenses including property acquisition, easements, temporary construction easements, appraisals, appraisal reviews, relocation expenses, and acquisition agent fees.
- Project Funding: Funds are programmed two years in advance; please adjust the project cost estimates accordingly.
- Local Match Requirement: A minimum 10% local match is required for your project. Refer to the Match Policy Requirement for details.
Please ensure that the project Concept Report is submitted in its entirety with the essential attachments by the specified deadline. Incomplete submissions may impact the evaluation and scoring of your project.
Funding Approval Timeline

Letters of Intent Submission:
- Deadline: First Monday in May
- Local entities in Weber County and the Transit District are invited to submit Letters of Intent outlining their proposed transportation projects.

Application Submission:
- Deadline: Second Monday in July
- Detailed project applications, including cost estimates, plans, maps, photos, and other relevant documentation, must be submitted by the specified deadline.

Project Field Reviews:
- August/September
- The Transportation Subcommittee conducts on-site visits to project locations, reviews project details presented by project sponsors, and evaluates each project's feasibility and impact.

WACOG Recommendation:
- October/November Each Year
- The Transportation Subcommittee develops recommendations based on project evaluations, prioritizes projects, and submits its recommendations to WACOG.

County Commission Approval:
- Annually Before the End of Each Year
- WACOG's recommendations are presented to the County Commission for final approval.
