OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, December 14, 2010 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. D. Consent Items:
1. Purchase Orders in the amount of $129,769.56
2. Warrants #269153-#269350 in the amount of $486,546.69

Commissioner Dearden moved to approve the consent items; Commissioner Zogmaister seconded, all voting aye.
E. Action Items:
1. Contract with American Land and Leisure to provide law enforcement at Pineview Reservoir area and collection of a $1.00 fee per boat launched - Contract C2010-222
Undersheriff Kevin McLeod presented this control renewal. The county collects $1 of the fee for each boat launched up to $25,000/year to offset the cost of providing law enforcement services at Pineview Reservoir. He addressed Commissioner Dearden’s question stating that most of the county’s costs are covered.
Commissioner Zogmaister moved to approve Contract C2010-222 with American Land and Leisure to provide law enforcement at Pineview Reservoir area and the collection of a $1.00 fee per boat launched; Commissioner Dearden seconded, all voting aye.
2. Contract with Sorenson Forensics, LLC for biological screening and DNA testing for Special Investigations - Contract C2010-223
Undersheriff Kevin McLeod stated that this contract lowers the fees and locks them into a contract rate in the event the county chooses to use their services.
Commissioner Dearden moved to approve Contract C2010-223 with Sorenson Forensics, LLC for biological screening and DNA testing for Special Investigations; Commissioner Zogmaister seconded, all voting aye.
9. Contract with CorEMR to provide computer hardware and software for inmate medical records - Contract C2010-224
Undersheriff Kevin McLeod presented this contract renewal stating that CorEMR does very good work.
Commissioner Zogmaister moved to approve Contract C2010-224 with CorEMR to provide computer hardware and software for inmate medical records; Commissioner Dearden seconded, all voting aye.
3. Resolution appointing two members to the Board of Trustees of the Roy Water Conservancy District - Resolution 34-2010
Chair Bischoff recognized the good work done by the current board members. The Commission received a request from this District to appoint two members. The District had submitted three names and their recommendation was to re-appoint Gary L. Newman and Tommy J. Smith.
Commissioner Dearden moved to adopt resolution 34-2010 of the Weber County Commission re-appoint Gary L. Newman and Tommy J. Smith to the Board of Trustees of the Roy Water Conservancy District to serve an additional term; Commissioner Zogmaister seconded.

4. Contract with Questar Gas Company for a right-of-way and easement for a gas line to supply the Army Reserve Center adjacent to Fairgrounds - Contract C2010-225
Jennifer Graham, County Recreation Facilities Director, stated that Questar Gas had requested this easement and it had been brought to the county by Ben Poole of Raass Brothers Construction, who was present today. This gas line easement will run along the road just south of the Utah State University Extension building and over to the Army Reserve property where they have constructed four new buildings. Ms. Graham stated that the county does not anticipate any future building in that area.
Commissioner Zogmaister moved to approve Contract C2010-225 with Questar Gas Company for a right-of-way and easement for a gas line to supply the Army Reserve Center adjacent to the Fairgrounds; Commissioner Dearden seconded, all voting aye.
5. Contract with Traders Row for the operation of a fur trade era vending space in a cabin at Fort Buenaventura - Contract C2010-226
Jennifer Graham, County Recreation Facilities Director, presented this contract renewal stating that it is operated by Sue Barker who operates on Saturdays.
Commissioner Dearden moved to approve Contract C2010-226 with Traders Row for operation of a fur trade era vending space in a cabin at Fort Buenaventura; Commissioner Zogmaister seconded, all voting aye.
6. Contract with Jordan World Circus to provide several circus performances inside the Golden Spike Arena on the dates of January 28-30, 2011 - Contract C2010-227
Jim Harvey, GSEC, presented this standard contract.
Commissioner Zogmaister moved to approve Contract C2010-227 with Jordan World Circus to provide several circus performances inside the Golden Spike Arena January 28-30, 2011; Commissioner Dearden seconded, all voting aye.
7. Contract with Premier Cleaning Service for the second of three optional one-year extensions of a custodial contract for the Weber Center and the Utah State University Extension Building - Contract C2010-228
Doug Dickens, of County Property Management, presented this item stating that this contract’s term is from February 1 through January 31, 2012. The cost has not changed since 2009.
Commissioner Dearden moved to approve Contract C2010-228 with Premier Cleaning Service for the second of three optional one-year extensions of a custodial contract for the Weber Center and the Utah State University Extension Building; Commissioner Zogmaister seconded, all voting aye.
8. Amend contract with Weber Morgan Children’s Justice Center to roll over budget money from 2009-2010 to 2010-2011 - Contract C2010-229
Rod Layton, CJC Director, noted that this was to amend the contract amount on the contract approved at the 11-30-2010 Commission meeting. The amount is $40,711.
Commissioner Zogmaister moved to approve Contract C2010-229, amending the contract with Weber Morgan Children’s Justice Center to roll over budget money from 2009-2010 to 2010-2011; Commissioner Dearden seconded, all voting aye.

Commissioner Dearden moved to adjourn to a closed executive session to discuss strategy relating to pending or imminent litigation; Commissioner Zogmaister seconded.
