OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, October 5, 2010 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. 4. Set public hearing for October 26, 2010, 10 a.m., for consideration and/or action of Zoning Petition 2010-03 by Snowbasin Resort Company to rezone approx. 3,808 acres, at Snowbasin Resort, from Forest Valley-3 (FV-3), Forest-5 (F-5), and Forest-40 (F-40) to the Ogden Valley Destination and Recreation Resort Zone (DRR-1)
Commissioner Dearden moved to approve the consent items; Commissioner Zogmaister seconded, all voting aye.
E. Action Items:
1. Contract with SMP Productions for a Youth Dance to be held at the Golden Spike Event Center on Saturday, October 16, 2010 - Contract C2010-199
Jim Harvey, GSEC Manager, presented this contract.
Commissioner Zogmaister moved to approve Contract C2010-199 with SMP Productions for a youth dance at the Golden Spike Event Center on 10/16/2010; Commissioner Dearden seconded, all voting aye.
2. Contract with Utah Division of Parks and Recreation for a Fiscal Assistance Agreement to assist in development of Pineview Loop Pathway at Geertsen Bay - Contract C2010-200
Nate Pierce, County Operations Department Director, stated that Weber Pathways had requested a grant from the State of Utah and, because the grant recipient has to be a governmental entity, Weber County puts its name on the grant with Weber Pathways. The grant is for $30,719 to help in the connector route around Pineview Reservoir to complete a section at Geertsen Bay. The total project cost is $61,438 and Weber Pathways is putting in the other $30,719. Weber County will manage/oversee this reimbursable grant. The county will provide the initial funding for the project and once it is completed, State Parks and Recreation will reimburse the county for those funds.
Commissioner Dearden moved to approve Contract C2010-200 with Utah Division of Parks and Recreation for a Fiscal Assistance Agreement to assist in the development of the Pineview Loop Pathway at Geertsen Bay; Commissioner Zogmaister seconded, all voting aye.
F. Assign Pledge of Allegiance & Thought of the Day for Tuesday, October 12, 2010, 10 a.m.
G. Public Comments:
Shelly Halacy, of the Commission’s Office, stated that an item for Mr. Catanzaro had been inadvertently omitted from today’s agenda.
Ronald Catanzaro requested $22,000 of his money that was being held in an escrow. Mr. Catanzaro stated that a feature had been readjusted in Phase 9 of the Summit at Ski Lake, which saved about $22,000 in developmental costs. He said that the county’s concerns have been satisfied and since lot 38 went into foreclosure, the Commission needs to authorize the release of those funds to him.
Mark Babbitt, of Great Basin Engineering, explained that by working with an adjoining neighbor, they had been able to eliminate a retaining wall, thereby reducing the cost of the project by $22,000. They had worked with Mike Tuttle, of County Engineering, and made adjustments to Mr. Tuttle’s satisfaction and the only item in question had been the cost for the earth work. Mr. Babbitt had reconfirmed with a Staker Parsons’ estimator and found the $22,000 compatible with the price they would bid on that particular item. The escrow account had included a 10% contingency fee. This item will be on the next Commission agenda.
