OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, September 7, 2010 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners: Kenneth A. Bischoff, Chair, and Jan M. Zogmaister. Craig L. Dearden was excused.

Commissioner Zogmaister moved to approve the consent items as presented; Chair Bischoff seconded, both voting aye.
E. Action Items:
1. Contract with Swanson Services for Commissary Services at the jail - Contract C2010-171
Reed Richards, Deputy County Attorney, stated that Requests for Proposals were issued and the commissary services were awarded to Swanson Services. He noted that the county had made a decision to separate the food service from the commissary service. Swanson will pay the county $20,000/month but the percentage is 43% of the gross sales price, thus they will reconcile the true payment at the end of the year. The County is guaranteed at least $240,000 per year. Mr. Richards asked that the financial arrangements be placed in an attachment to the contract; they are in the proposal but not in the contract. Kiosks will be used for the first time for commissary sales, which will reduce paperwork and the taking of money by jail staff. Additionally, there will be public kiosks in the lobby of the Correctional Facility at 12th Street and Kiesel, whereby money can be placed in the books of inmates. Julie Richesson, County Correctional Facility, explained that the kiosks accept cash or credit cards and jail staff will no longer be taking cash for inmates’ books. Mr. Richards stated that this system will save time and should be more secure. The kiosks will be taken back by Swanson when the contract is terminated.
Commissioner Zogmaister moved to approve Contract C2010-171 with Swanson Services for commissary services at the jail subject to the attachment being added to the contract; Chair Bischoff seconded, both voting aye.
