OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, August 10, 2010 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. Kenneth A. Bischoff, Chair, was excused and Commissioner Zogmaister conducted the meeting.

D. Presentation of the Great Salt Lake Comprehensive Management Plan
Laura Burch Vernon, SWCA Environmental Consultants, stated that SWCA is working with the Utah Department of Natural Resources, Division of Forestry, Fire and State Lands to revise the Great Salt Lake Comprehensive Management Plan. The original plan was completed in 2000 and the issues have substantially changed since that time and much scientific research has been completed in the last 10 years. The five counties that surround the lake are being informed about this item. An open-house meeting is being hosted upstairs to inform the public and to receive comments. Ms. Vernon outlined the 2-year process, which includes a series of public meetings and reviews

Commissioner Dearden moved to approve the consent items as presented; Commissioner Zogmaister seconded, both voting aye.
F. Action Items:
1. Ordinance to change the name of a street within the northwest quarter of Section 22, Township 7 North, Range 1 East, Salt Lake Base and Meridian - Ordinance 2010-16
Ernest Rowley, County Recorder/Surveyor, noted that as the county works with Ogden City and the Dispatch Center relating to the Emergency 911 system, they are finding numerous address issues.
There is an approximately 900 ft. long section of road between the northerly end of Wolf Creek Drive in Wolf Creek Subdivision No. 1 and the southerly line of Powder Mountain Road in Snowflake Subdivision No. 2. About half of this section of road is named 5100 E. in Wolf Creek Subdivision No. 2 and the remainder of this noted section is named Wolf Creek Drive. It is hereby ordained that the northerly portion of the section be named “Powder Mountain Road” from the centerline of Aspen Lane (4200 N) and the southerly be named “Wolf Creek Drive” south of the center line of Aspen Lane. This has been communicated to emergency services and they are in agreement.
Commissioner Dearden moved to adopt Ordinance 2010-16 to change the name of a street within the northwest quarter of Section 22, Township 7 North, Range 1 East, Salt Lake Base and Meridian; Commissioner Zogmaister seconded.

2. Ordinance to change the name of a street and address within the southwest quarter and southeast quarter of Section 36, Township 8 North, Range 2 East, Salt Lake Base Meridian - Ordinance 2010-17
Ernest Rowley, County Recorder/Surveyor, stated that this was to correct the spelling of a street name. In the recorded plats one sheet showed it as “Jerimiah” Johnson Drive and a Correction Affidavit was filed that it should be “Jeremiah.”
Commissioner Dearden moved to adopt Ordinance 2010-17 to change the name of a street and address within the southwest quarter and southeast quarter of Section 36, Township 8 North, Range 2 East, Salt Lake Base Meridian; Commissioner Zogmaister seconded.

3. Action on a request for final approval of Stone Creek Estates Subdivision 1st Amendment (2 lots)
Sean Wilkinson, of the County Planning Division, stated that Stone Creek Estates is a 2-lot subdivision created in 1999 and as part of an amendment to this subdivision lot 1 (6.4 acres) is being divided into two lots. One lot has an existing home and other structures. Both lots meet the zoning requirements.
Commissioner Dearden moved to grant final approval of Stone Creek Estates Subdivision 1st Amendment (2 lots); Commissioner Zogmaister seconded, both voting aye.
G. Public Hearing:
1. Commissioner Dearden moved to adjourn the public meeting and convene the public hearing; Commissioner Zogmaister seconded, both voting aye.
2. Public hearing regarding the vacation of Lot 1 of Stone Creek Estates Subdivision
See item F.3 above. Sean Wilkinson, of the County Planning Division, noted that as part of the subdivision amendments, the county’s practice has been to vacate the original legal description to help eliminate future errors in the transfer of title. The Planning Commission voted to recommend approval of this item. Commissioner Zogmaister invited public comments and none were offered.
3. Commissioner Dearden moved to adjourn the public hearing and reconvene the public meeting; Commissioner Zogmaister seconded, both voting aye.

G.2. - Vacation of Lot 1 of Stone Creek Estates Subdivision - Ordinance 2010-18
Commissioner Dearden moved to adopt Ordinance 2010-18 vacating Lot 1 of Stone Creek Estates Subdivision; Commissioner Zogmaister seconded.

H. Assign Pledge of Allegiance & Thought of the Day for Tuesday, August 17, 2010, 10 a.m.
I. Public Comments:
Bruce Anderson, of West Haven, representing Mineral Resources International, asked that the commissioners encourage the State, at it moves forward with the management plan of the Great Salt Lake, to support the nutritional aspect of the Lake. Mr. Anderson supports the multiple uses in the Lake. He noted that, in addition to the Great Salt Lake Minerals (provides industrial grade minerals) there is Mineral Resources (provides nutritional grade minerals) that benefit the citizens. Although the industrial uses are important there needs to be balance and he felt the nutritional use was the highest and best use because their revenue is much higher and ultimately there are opportunities for drugs, etc. to be developed from those minerals. His company employs from 75-100 people that sell nutritional minerals from the Lake. He informed the commissioners and the public that providence is an issue, that there are other companies claiming to extract minerals from the Lake but have not been able to show evidence that they have yet had an actual harvest. This issue is important because if someone buys minerals from an industrial source at pennies on the dollar and then pawns that product off as food grade, this cheats the State out of their revenue because instead of paying royalties on a food grade product, for example at $10/gallon, they may be buying product from a company that pays royalties for 15 cents/gallon.
