OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, April 27, 2010 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. D. Presentations:
1. Presentation of County Government Week Theme for 2010 “Healthy Counties”
Commissioner Zogmaister expressed thanks to the committee members who served this year for this event. She noted that National County Government Week was started in 1991 to raise awareness of the functions that counties perform. The county’s main role is to protect and enhance the health, welfare and safety of all its citizens, and there are many organizations that help contribute to this role. In conjunction with this celebration, this year the Weber-Morgan Health Department was selected because of the many services they provide. Commissioner Zogmaister highlighted some of those performed this year: certified 27,572 copies of birth and death records; spent 3,166 hours on emergency response and preparedness; dispensed 39,083 of H1N1 vaccine; held 89,664 WIC counseling sessions; inspected 1,862 environmental health sites; had over 200 volunteers participating in the H1N1 vaccination clinics; completed 658 Baby Your Baby visits; educated 60,843 students on cardiovascular health; and collected 1,500 public water pool samples.
2. Presentation of “Crystal Bowl Awards” to recognize citizens or groups that have made significant contributions in Weber County
See above presentation. Commissioner Zogmaister noted that the government organizations cannot do it all, and that is why during County Government Week the county chooses an organization and an individual that have made significant contributions to Weber County. These were presented with crystal bowls made of quartz crystals just like the beach sand in the Great Salt Lake. All quartz have the ability to amplify and produce a pure and powerful sound that resonates. Weber County honored McKay-Dee Hospital Center and Dr. Alton Wagnon., whose works resonate throughout our county and enhance our quality of life. For 100 years McKay-Dee has been singularly focused in Weber County on improving health and the well being of the citizens, and Commissioner Zogmaister outlined some of the community services they offer. McKay-Dee was recognized this year as one of the nation’s top100 hospitals. On behalf of the hospital and its board, Chris Dallin thanked the Commission for all that they do and stated that they are very pleased to be part of Weber County.
Dr. Alton Wagnon was recognized today as Volunteer of the Year. He has been a key volunteer in the Weber-Morgan Medical Reserve Corps since 2007 and worked tirelessly on the 2009-2010 H1N1 vaccination campaign. Commissioner Zogmaister outlined some of his non-stop efforts in volunteering work and he was thanked for sharing his talents, knowledge and compassion with the community in such a quiet way and making a huge difference. Dr. Wagnon could not be present and Konnie Parke accepted the award for him. She stated that the volunteers were extraordinary this year and monumental in helping the community get through the H1N1 vaccine campaign and that Dr. Wagnon stood out among many of the excellent volunteers.
3. Presentation on State of the County
Chair Bischoff stated that Weber County is a remarkable place in which to live and outlined its diverse recreation and employment opportunities, etc. He said that one of the reasons the county has fared a bit better in this downturn economy was because people have acted more prudently in the real estate and construction markets. Prices and values have remained high as well as hoteliers’ occupancy rates, restaurants have been busy and restaurant tax has been steady. The county is doing well financially. The last 2-3 years have been difficult budget years but because of fiscally responsible staff, the county has been able to build up a sizable rainy day fund. When there was about a $4 million budget shortage this year, the county was able to balance the budget without a tax increase. He thanked elected officials, department heads and employees who came through and cut their budgets down to about $1.5 million without complaint. He said that Weber County has received the Certificate of Achievement for Excellence in Financial Reporting for 18 consecutive years and is one of only three counties in the State to receive it.

Commissioner Zogmaister moved to approve the consent items as presented; Commissioner Dearden seconded, all voting aye.
F. Action Items:
1. Amendment to contract with the State of Utah, Attorney General for funding at the Weber/Morgan Children’s Justice Center (CJC) - Contract C2010-67
Rod Layton, Director, Children’s Justice Center, stated that this amendment related to a previously signed contract for FY 2009-2010. In anticipation of fund cuts by the State, the Justice Center set 5% aside of the overall budget for all the CJCs in the State (Weber County’s portion was $19,910), however, there was no cut and this amendment puts that amount back into the contract.
Commissioner Dearden moved to approve Contract C2010-67, amendment to the contract with the State of Utah, Attorney General for funding at the Weber/Morgan Children’s Justice Center; Commissioner Zogmaister seconded, all voting aye.
