OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, January 19, 2010 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Commissioner Dearden moved to approve the consent items; Commissioner Zogmaister seconded, both voting aye.
E. Action Items:
1. Notice of Noncompliance and Suspension of Final Plat Approval for Aspen Falls Estate Cluster Subdivision
Chad Meyerhoffer, County Engineering, stated that the Aspen Falls Cluster Subdivision has remaining improvements to be completed and today’s action puts people on notice. There are some hazardous conditions and the county called in the escrow and made some repairs.
Commissioner Dearden moved to approve the Notice of Noncompliance and Suspension of Final Plat Approval for Aspen Falls Estate Cluster Subdivision; Commissioner Zogmaister seconded, both voting aye.
2. Request for approval of a standard form for Weber County Survey Monumentation Improvement Agreement
Ernest Rowley, County Recorder/Surveyor, presented a standard form to be used when the County Surveyor’s Office takes in escrow funds for streets monuments if the developer fails to put them in. Currently, the county collects escrow funds for these monuments but previously there has been no written agreement with developers.
David Wilson, Deputy County Attorney, suggested one change relating to county policy. He noted that if there are any binding obligations on the part of the county, agreement needs to come before the Commission, unless they have authorized that department by ordinance to enter into certain agreements without them coming before the Commission. Mr. Wilson will meet with Mr. Rowley to further review this issue. 3. Contract with the Utah Sheriff’s Association for Jail Accreditation - Contract C2010-8
Lt. Frosty McWilliams, Weber County Sheriff’s Office, stated that the Weber County Sheriff’s Office desired to be the first in the State to be accredited by the Utah Sheriff’s Association in compliance with Utah jail standards. The county participated in the Utah jail standards inspection program since its inception and now seeks to be endorsed by the Utah Sheriff’s Association. The accreditation requirements provide for more thorough inspection and documentation of compliance and helps promote professional and constitutional management of the county’s correctional facilities. An online web-based accreditation management program will make the program easier to track and to file standard proofs and documentation.
Commissioner Zogmaister noted that this had a rather hefty start-up fee ($2,775) and Lt. McWilliams replied that it was due mainly to the web-based management program which will not only streamline the process but will free up man hours. The annual accreditation fee is $1,575. Lt. McWilliams addressed Commissioner Dearden’s question stating that the Sheriff’s Office is no longer pursuing the American Correction Association accreditation, only the Utah Sheriff’s Association for jail standards because it is much more specific and Utah based. Commissioner Dearden (a former Weber County Sheriff) concurred that this is a much better approach. The contract term is three years.
Commissioner Dearden moved to approve Contract C2010-8 with the Utah Sheriff’s Association for Jail Accreditation; Commissioner Zogmaister seconded, both voting aye.
4. Contracts with the Ogden Knights Professional Indoor Football, Inc., for indoor football games at the Golden Spike Event Center on the following dates:
March 22, 2010 - Contract C2010-9
March 27, 2010 - Contract C2010-10
April 10, 2010 - Contract C2010-11
May 17, 2010 - Contract C2010-12
May 22, 2010 - Contract C2010-13
June 5, 2010 - Contract C2010-14
June 25, 2010 - Contract C2010-15

Commissioner Dearden moved to approve Contracts C2010-9 through C2010-15 with the Ogden Knights Professional Indoor Football, Inc., for indoor football games to be held at the Golden Spike Event Center on the above listed dates; Commissioner Zogmaister seconded, both voting aye.
