OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, December 1, 2009 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. 4. Cancel the regular meeting of the Board of Commissioners of Weber County for 12/8/2009
5. Set public hearing for December 22, 2009, 10 a.m., on amendments to County’s current 2009 budget
6. Set public hearing for December 22, 2009, 10 a.m., regarding the vacation of 3 subdivision plats: Cedar Cove Estates, Cedar Cove Estates Amended Lots 17-19R and Cedar Cove Estates 2nd Amendment
7. Surplus a Ford F350 and a Sign Making Machine from the Department of Operations
Commissioner Bischoff moved to approve the consent items, holding the 11/24/2009 minutes; Commissioner Zogmaister seconded, all voting aye.
E. Action Items:
1. Agreement with the Utah Attorney General’s Office for the Weber/Morgan Children’s justice Center - Contract C2009-185
David Wilson, Deputy County Attorney, noted that each year the county contracts with the Utah General Attorney’s Office for the local Children’s Justice Center. The contract term is 7/1/2009-6/30/2010 in the amount of $271,034. Commissioner Zogmaister asked for clarification on the memo that addressed the different amounts. Chair Dearden noted that the $9,225 referred to in the memo was money not spent in last year’s budget and was being rolled over.
Commissioner Bischoff moved to approve Contract C2009-185 with the Utah Attorney General’s Office for the Weber/Morgan Children’s Justice Center; Commissioner Zogmaister seconded, all voting aye.
2. Contract with Utah State University Department of Environment & Society in the College of Natural Resources - Contract C2009-186
Rob Scott, County Planning Division Director, noted that in the Spring of 2008 the GEM Committee and a professor at Utah State University approached the county to support the effort of conducting an alternative study of the Ogden Valley to evaluate several alternative futures relating to rural atmosphere and lifestyle, wildlife and wildlife habitat, scenic beauty, water resources, air quality, etc. That study has been completed. The county agrees to pay $3,000 as a contribution to the expenses for the study and will receive copies of it.
Chair Dearden noted that in the original discussion, the amount the Department of Environment was requesting was much higher. After project completion, county staff determined, in consultation with Commissioner Dearden, that $3,000 was more appropriate.
Commissioner Bischoff moved to approve Contract C2009-186, Alternative Futures 2030: Ogden Valley Agreement, with the Utah State University Department of Environment & Society, College of Natural Resources; Commissioner Zogmaister seconded, all voting aye.

Joan Helstrom, of Senator Robert Bennett’s Office, thanked the Commission for their support of the Children’s Justice Center.
