OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, September 22, 2009 - 10:00 a.m.
Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Jan M. Zogmaister and Kenneth A. Bischoff. Craig L. Dearden was excused.

Others Present: Alan D. McEwan, Clerk/Auditor; Monette Hurtado, Deputy County Attorney; Fátima Fernelius, Clerk/Auditor’s Office, took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $116,178.48
2. Warrants #254388-254562 in the amount of $1,884,753.19

4. ACH payment to US Bank in the amount of $35,979.99 for purchasing card transactions made through the Billing cycle ending September 15, 2009
Commissioner Zogmaister moved to approve the consent items; Commissioner Bischoff seconded, both voting aye.

E. Action Items:

1. Request to approve Notice of Non-compliance & suspension of final plat approval:
North Meadows Subdivision; Power Ridge Condominiums; Power Ridge Subdivision

The three subdivision names are misspelled on the agenda. The corrected item will be placed on next week’s agenda.

2. Approve $320,000 Equipment Lease Financing with Zion’s Bank for a new front-end loader at the transfer station - Resolution 30-2009, Contract C2009-149

Dan Olsen, County Comptroller, stated that Request for Proposals had been issued for this financing. Zions Bank was the low bid with a 3.4% fixed interest rate for five years. The total amount of the financing is $320,000.
Commissioner Zogmaister moved to adopt Resolution 30-2009, approving Contract C2009-149, Equipment Lease Financing with Zion’s Bank for a new front-end loader at the transfer station; Commissioner Bischoff seconded.

3. Contract with Ogden/Weber Convention & Visitors Bureau (CVB) for the tourist transportation ski shuttle - Contract C2009-150

The CVB had a contract with Weber County to operate a ski shuttle for the last three years. This contract extends the service through the 2009-2010 ski season. Sara Toliver, of the CVB, noted the importance of the service stating that there had been a substantial increase in the ski business over the last few years.

The past contract had been for $100,000/year and this one is for $65,000 with a different provider.
Commissioner Zogmaister moved to approve Contract C2009-150 with the Ogden/Weber Convention & Visitors Bureau for a tourist transportation ski shuttle; Commissioner Bischoff seconded, both voting aye.

4. Final reading of certain amendments to fees assessed by the Weber County Sheriff’s Office, the County Clerk/ Auditor’s Office and the County Planning Division - Ordinance 2009-19
Commissioner Zogmaister moved to adopt Ordinance 2009-19 approving certain amendments to fees assessed by the Weber County Sheriff’s Office, the County Clerk/ Auditor’s Office and the County Planning Division; Commissioner Bischoff seconded.
