MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, September 15, 2009 - 10:00 a.m.
Commission Chambers, 2380 Washington Blvd., Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners: Craig L. Dearden, Chair, and Jan M. Zogmaister. Kenneth A. Bischoff was excused.

D. Presentation of the Seal of Service Award to Karen Thompson
Chair Dearden read the submitted nomination. Debbie Conley and Leann Kilts, County Recorder/Surveyor’s Office, stated that Ms. Thompson was great to work with and did exceptional work. Chair Dearden presented Ms. Thompson with a Seal of Service pin, a plaque and $100.00.
E. Consent Items:
1. Purchase Orders in the amount of $245,637.81
2. Warrants #254155-254387 in the amount of $1,702,560.84
3. Minutes for the meeting held on September 8, 2009 (held)
4. Approve the Tax Review Committee’s recommendations for the following parcels: #8874, Wasatch Dental; #6788, Siemens Financial Services; #103349, Atomic Ski USA Inc.; #102981, Amer Sports Winter & Outdoor Co.
Commissioner Zogmaister moved to approve the consent items, holding the minutes; Chair Dearden seconded, both voting aye.
F. Action Items:
1. Approval of an Upper Valley North Wastewater Study Application
Dennis Richardson, County Engineering Office, stated that the Utah Division of Water Quality had funds available for planning studies. There are several small developer-driven wastewater systems in the Ogden Valley and this will provide a master plan to develop a central wastewater collection/treatment system from Eden to the North Fork area. Chair Dearden noted that these funds will be provided by the State and Mr. Richardson stated that they must be paid back (which will come from user fees).
Commissioner Zogmaister moved to approve the Ogden Valley Wastewater Facilities Master Plan and body politic study application; Chair Dearden seconded, both voting aye.
2. First reading of certain amendments to fees assessed by the County Sheriff’s Office, the County Clerk/Auditor’s Office and the County Planning Division
Weber County Sheriff Brad Slater, Roger Brunker (Clerk/Auditor’s Office), and Rob Scott (Planning Division), outlined changes to the fees in their departments. Sheriff Slater noted that it had been approximately 8 years since the fees in his department had been increased.
Mr. Brunker stated that the Clerk/Auditor’s Office is now charging through a different agency for copies of marriage licenses over the internet and fees have decreased. The copy charges relating to tax relief and appeal applications is free for the first five pages and then the regular copy charge will apply.
Mr. Scott stated that fees needed to be added due to the recently adopted Destination Recreation and Resort Ordinance.
Commissioner Zogmaister moved to approve the first reading of certain amendments to fees assessed by the Weber County Sheriff’s Office, the Clerk/Auditor’s Office and the County Planning Division; Chair Dearden seconded, both voting aye.
G. Assign Pledge of Allegiance & Thought of the Day for Tuesday, September 22, 2009, 10 a.m.

Commissioner Zogmaister moved to close the public meeting to discuss strategy relating to imminent or ongoing litigation; Chair Dearden seconded.
