ELECTRONIC MEETING
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, July 28, 2009 - 3:30 p.m.
Anchor Location: Commission Chambers, 2380 Washington Blvd., Ogden, Utah
This meeting and the meeting of the Municipal Building Authority of Weber County were held concurrently.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners: Jan M. Zogmaister was present at the anchor location. Craig L. Dearden and Kenneth A. Bischoff participated via telephone.

Commissioner Dearden moved to recess this meeting until 4:30 p.m.; Commissioner Bischoff seconded, all voting aye.
Ms. Dearden moved to reconvene the meeting at 4:37 p.m.; Mr. Bischoff seconded, all voting aye.
D. Action Items:
1. Resolution of the Commissioners of Weber County, Utah, authorizing issuance & sale by the Municipal Building Authority of its Lease Revenue Refunding Bonds, Series 2009, in the aggregate principal amount of approximately $22,650,000, to refund & retire its Outstanding Lease Revenue Refunding Bonds, Series 2007, & related matters - Resolution 22-2009
Alan McEwan, County Clerk/Auditor, stated that it had been a busy day relating to refunding the bonds and he turned the time over to Blake Wade, of Ballard Spahr, county bond counsel, who said he understood there was an acceptable refinancing that would save the county/Municipal Building Authority of Weber County (MBA) a lot of money. He said that the resolution approved the issuance of the MBA’s bonds in the amount of $22,650,000, the documents and the execution of the Bond Purchase Agreement. He explained that these were MBA bonds, but because the county leases the building and makes the payments, the county approves them as well.
Commissioner Bischoff moved to adopt Resolution 22-2009 authorizing the issuance and sale by the Municipal Building Authority of Weber County, Utah, of its Lease Revenue Refunding Bonds, Series 2009, in the aggregate principal amount of approximately $22,650,000, to refund and retire its outstanding Lease Revenue Refunding Bonds, Series 2007, and related matters; Commissioner Dearden seconded.

E. Public Comments:
Lynette Penrod, of Plain City, stated that she was here to follow up on GRAMA requests relating to the proposed C&D landfill. She had submitted them to Fátima Fernelius, of the Clerk/Auditor’s Office, believing that Ms. Fernelius routed all county GRAMA requests.
Ms. Penrod said that Ms. Fernelius had brought the requests to the 7/14/2009 Commission meeting and discussed them with David Wilson, Deputy County Attorney, and Gary Laird, County Solid Waste Administrator, and at that time gave them to Mr. Laird for follow up. Ms. Penrod had not heard anything from Mr. Laird and wanted it on the record that she was still waiting for a response.
