MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, July 14, 2009 - 10:00 a.m.
Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. D. Presentation of 2008 Audit and Financial Report
Alan McEwan, County Clerk/Auditor, stated that Schmitt Griffiths Smith & Co. (SGS), independent auditors, had recently completed the county’s 2008 annual audit. He expressed appreciation for their thorough review and introduced Ken Jeppeson who stated that it was a pleasure to work with county staff. SGS issued a clean audit opinion on the county’s financial statements and identified a few minor suggestions.
Dan Olsen, County Comptroller, stated that the Comprehensive Annual Financial Report was now disseminated electronically and was on the county’s website along with other financial documents. He said that over the last few years the county had built some fund balances and that department heads should be commended for how well they controlled costs. He believed the county will be able to weather some of the current economic uncertainties because of how the county has been managing its finances. Chair Dearden commended the financial staff for its hard work.
E. Consent Items:
1. Purchase Orders in the amount of $220,545.60
2. Warrants #251962-#252130 in the amount of $510,070.11
3. Minutes for the meeting held on July 7, 2009
4. Surplus a Dodge Ram 1500 from the Sheriff’s Office
5. Approval for Y2 Geotechnical, P.C., perform a soil analysis for a pole barn to be built - C2009-129
- Jan Wilson, Weber County Fair, explained the purpose of item E.5. stating that it was for a storage building at the Fairgrounds.
Commissioner Bischoff moved to approve the consent items; Commissioner Zogmaister seconded, all voting aye.
F. Action Items:
1. Contract with R3 Media Inc., for Carmen Rasmusen to perform at the 2009 Weber County Fair - Contract C2009-130
Jan Wilson, County Fair, presented this contract in the amount of $9,000.00.
Commissioner Zogmaister moved to approve Contract C2009-130 with R3 Media Inc., for Carmen Rasmusen to perform at the 2009 Weber County Fair; Commissioner Bischoff seconded, all voting aye.
2. Contract with Weber Basin Water Conservancy District for the sale of the use of water - Contract C2009-131
Gary Laird, County Solid Waste Administrator, stated that the District will sell to the county and the county agrees to purchase from the District the right for the county to use treated water for municipal purposes five acre-feet (for $315/acre-foot for 2009) for the proposed C&D landfill. This contract will continue year to year until which time the county requests termination.
Commissioner Bischoff moved to approve Contract C2009-131 with Weber Basin Water Conservancy District for the sale of the use of water; Commissioner Zogmaister seconded, all voting aye.
G. Assign Pledge of Allegiance & Thought of the Day for Tuesday, July 21, 2009, 10 a.m.
H. Public Comments:
Chair Dearden referred to the canal breaks in Logan and in Riverdale City and the subsequent issues relating to canal safety. He asked Ernest Rowley, County Recorder/Surveyor, if there were precautions the county should be taking. Mr. Rowley responded this was a question for Engineering and said that the issue should perhaps be addressed in the Subdivision Ordinance and during the subdivision process for those close to canals. He noted that sometimes people believe they own property to the middle of the canal and take dirt out of the canals which weaken them.
