MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, May 26, 2009 - 10:00 a.m.
Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Craig L. Dearden, Chair, Jan M. A Map demonstration
Justin Morris, County Planning Department, demonstrated a mapping tool that County Planning and Engineering has prepared for web users to obtain zones in the county. It includes Agriculture Protection Areas, FEMA flood zones, Western Weber Townships, Sensitive Lands in the Ogden Valley, important wildlife habitat, and scenic roads. Ridgeline and skyline areas, trails, and sewer impact fee areas will be added. The system is now searchable by address and work is being done to make it searchable by parcel number. This system was demonstrated to the Planning Commissions, which gave a lot of input. Commissioner Zogmaister asked how the public would know about this tool and Mr. Morris responded that it was on County Planning’s site. She recommended that it be added to the county’s main web page. The commissioners praised those involved in this great tool.
E. Consent Items:
1. Purchase Orders in the amount of $159,751.81
2. Warrants #250259-250493 in the amount of $2,039,103.25, less #250367 for $431.00
3. Minutes for the meeting held on May 19, 2009
4. Approval of ACH payment to US Bank in the amount of $69,702.63 for purchasing card transactions made through the billing cycle ending May 15, 2009
5. Approval of Tax Review Committee recommendations from the May 26, 2009 meeting
6. Surplus vehicles from the Department of Operations
Commissioner Bischoff moved to approve the consent items as presented; Commissioner Zogmaister seconded, all voting aye.
F. Action Items:
1. Contract with Colorado CustomWare, Inc. for purchase & maintenance of the Real Ware software system that will serve as the user interface and CAMA program for the Assessor’s Office - Contract C2009-117
John Ulibarri, County Assessor’s Office, stated that this software was to aid the county in efficiently valuing property. The county will pay $200,000 initially with the balance to be paid from the Property Tax Valuation Agency Fund as administered by the Multicounty Appraisal Trust (MCAT).
Commissioner Zogmaister moved to approve Contract C2009-117 with Colorado CustomWare, Inc. for the purchase and maintenance of the Real Ware software system that will serve as the user interface and CAMA program for the Assessor’s Office; Commissioner Bischoff seconded, all voting aye.
2. Contract with Stirrin’ Dirt, LLC for a demolition derby to be held at the Golden Spike Arena on May 30, 2009 - Contract C2009-118
Jim Harvey, GSEC, presented this standard contract.
Commissioner Bischoff moved to approve Contract C2009-118 with Stirrin’ Dirt, LLC for a demolition derby to be held at the Golden Spike Arena on 5/30/2009; Commissioner Zogmaister seconded, all voting aye.
3. Ratify a contract with Computeck, Inc. for a liquidation sale held May 15 -17, 2009 at the Golden Spike Event Center - Contract C2009-119
Jim Harvey, GSEC, presented this standard contract.
Commissioner Zogmaister moved to ratify Contract C2009-119 with Computeck, Inc. for a liquidation sale held 5/15-17/2009 at the Golden Spike Event Center; Commissioner Bischoff seconded, all voting aye.
