MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, June 24, 2008 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Jan M. Zogmaister, Chair, and Craig L. Dearden. Kenneth A. Bischoff was excused.

E. Consent Items:
1. Purchase orders in the amount of $154,461.76
2. Warrants #238427 - #238623 in the amount of $2,101,720.46
3. Minutes for the meeting held on June 17, 2008
4. Set public hearing for July 8, 2008, 6 p.m., regarding the Powder Mountain Development Agreement and Rezone Proposal
5. Approval of ACH payment to US Bank in the amount of $40,280.74 for purchasing card transactions made through the billing cycle ending June 16, 2008
6. New beer license
7. New business license
Commissioner Dearden moved to approve the consent items; Chair Zogmaister seconded, both voting aye.
F. Action Items:
1. Contract with West Haven City to provide road services - Contract C2008-160
Kelly Hipwell, County Roads Department, presented this new contract with West Haven City. Commissioner Dearden noted that it was essentially the same road services contract that the county has with other cities. He continued to receive very positive comments from citizens on the great job the Roads staff had done this past winter.
Commissioner Dearden moved to approve Contract C2008-160 with West Haven City for Weber County to provide road services; Chair Zogmaister seconded, both voting aye.
2. Interlocal Agreement with Weber Human Services to provide day porter services - Contract C2008-161
Nate Pierce, County Operations Department Director, stated that this contract allowed Weber County to provide day porter services at the Weber Human Services building. This contract for 2008 was in the amount of $12,831.44 and was for one day porter, for four hours daily during normal business hours.
Commissioner Dearden moved to approve Contract C2008-161 with Weber Human Services to provide day porter services; Chair Zogmaister seconded, both voting aye.
3. Contract with XEROX/Wasatch Document Solutions for a lease agreement for Assessor’s office to upgrade from black & white to color - Contract C2008-162
Douglas Larson, County Assessor’s Office, presented this contract. Chair Zogmaister noted that it would only cost $3 more per month to go from a black and whiter copier to color.
Commissioner Dearden moved to approve Contract C2008-162 with XEROX/Wasatch Document Solutions for a lease agreement for the Assessor’s Office to upgrade from a black and white copier to color; Chair Zogmaister seconded, both voting aye.
G. Assign Pledge of Allegiance &Thought of the Day for Tuesday, July 1, 2008, 10 a.m.
H. Public Comments:
Douglas Larsen, Assessor’s Office, noted that there were now recycle bins in some county offices at the Weber Center at no cost to the county. This service was through Enable Industries and Mr. Larsen offered this opportunity to all county departments in the Weber Center. He will research the same opportunity for other Weber County government locations. The County Attorney’s Office is also researching the option of the county getting paid for its recycling materials.
