OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, April 29, 2008 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Craig L. Dearden, Vice Chair, and Kenneth A. Commissioner Bischoff moved to approve the consent items; Commissioner Dearden seconded, both voting aye.
E. Action Items:
1. Contract with Lindquist Mortuaries for indigent dead cremations - Contract C2008-116
Dan Olsen, County Comptroller, presented this 5-year contract to provide indigent dead cremation services at the cost of $325.00 per cremation.
Commissioner Bischoff moved to approve Contract C2008-116 by/between Weber County and Lindquist Mortuaries for indigent dead cremations; Commissioner Dearden seconded, both voting aye.
2. Waive penalty and/or interest for applicable delinquent deleted parcels and those description changes
3. Remove general tax charge amounts under $10.00 from the tax roles
Roger Brunker, Clerk/Auditor’s Office, presented items E.2 and E.3. together. He referred to the list of parcels that had either been combined with or segregated out of other properties in 2007 and had delinquent taxes. The recommendation was for the Treasurer’s Office to waive penalty and interest because this had been the first notification of any delinquency on the properties. Mr. Brunker noted that when there is a change in property description, the tax notice goes to the original owner as of January 1, who oftentimes does not forward the notice.
Mr. Brunker requested removal of general tax charges for amounts under $10 because in those cases it is more costly to do all the background work than the actual taxes that are due.
Commissioner Bischoff moved to waive penalty and/or interest on applicable delinquent deleted parcels and to remove general tax charges of amounts under $10.00 from the tax roles; Commissioner Dearden seconded, both voting aye.
4. Ordinance of the Board of County Commissioners of Weber County, Utah, to amend Agricultural Protection Areas, to remove the fee when filing a petition for removal and to enact other amendments - Ordinance 2008-16
Monette Hurtado, Deputy County Attorney, stated that this year the legislature had removed the ability to charge a fee for removal of property from an agriculture protection area.
Commissioner Bischoff moved to adopt Ordinance 2008-16 amending Agricultural Protection Areas, Title 32, to remove the fee when filing a petition for removal and to enact other amendments; Commissioner Dearden seconded.

David Wilson, Deputy County Attorney, presented these contracts. The delay in presenting these contracts was due to anticipated changes to the contracts, which did not occur.
Commissioner Bischoff moved approve the Retirement Contracts C2009-117 through C2008-131 as listed above; Commissioner Dearden seconded, both voting aye.
6. Contract with Cache Valley MX, LLC. to have the Arena Cross Event at the 2008 Weber County Fair - Contract C2008-132
Jan Wilson, Weber County Fair, presented this contract in the amount of $2,500.00.
Commissioner Bischoff moved to approve Contract C2008-132 by/between Weber County and Cache Valley MX, LLC. to have the Arena Cross Event at the 2008 Weber County Fair; Commissioner Dearden seconded, both voting aye.
7. Contract with Wooden Creations to have chainsaw carvings at the 2008 Weber County Fair - Contract C2008-133
Jan Wilson, Weber County Fair, presented this contract in the amount of $3,800.00.
Commissioner Bischoff moved to approve Contract C2008-133 by/between Weber County and Wooden Creations to have chainsaw carvings at the 2008 Weber County Fair; Commissioner Dearden seconded, both voting aye.
8. Contract with Kerry Sharp to have a hypnotist show each night of the 2008 Weber County Fair - Contract C2008-134
Jan Wilson, Weber County Fair, presented this contract in the amount of $2,800.00.
Commissioner Bischoff moved to approve Contract C2008-134 by/between Weber County and Kerry Sharp to have a hypnotist show each night of the 2008 Weber County Fair; Commissioner Dearden seconded, both voting aye.
9. Contract with William Morris Talent Agency to have Corbin Bleu perform at the 2008 Weber County Fair - Contract C2008-135
Jan Wilson, Weber County Fair, presented this contract in the amount of $52,500.00.
Commissioner Bischoff moved to approve Contract C2008-135 by/between Weber County and William Morris Talent Agency to have Corbin Bleu perform at the 2008 Weber County Fair; Commissioner Dearden seconded, both voting aye.
10. Contract with William Morris Talent Agency to have Drew Seely perform at the 2008 Weber County Fair - Contract C2008-136
Jan Wilson, Weber County Fair, presented this contract in the amount of $7,500.00.
Commissioner Bischoff moved to approve Contract C2008-136 by/between Weber County and William Morris Talent Agency to have Drew Seely perform at the 2008 Weber County Fair; Commissioner Dearden seconded, both voting aye.
