MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, April 8, 2008 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. D. Presentation: In recognition of County Government Week-a 2008 Business Award presented to Roosters/Union Grill & 2008 Volunteer Award presented to Candadai Seshachari
Chair Zogmaister stated that County Government Week was a nationwide event and noted that the commissioners would spotlight some of the programs/services provided by county government and the Commission’s goals. The commissioners stated that it was an honor to serve in Weber County, which in many cases served as a model for other counties, and there was always much to do. They strived to do that which was beneficial to its citizens and some significant ways that the Commission had saved taxpayers’ money included consolidating the Recorder/Surveyor offices, the Weber-Morgan Health Department offices, animal services, and solid waste. Some noteworthy services/benefits included the new Correctional Facility, Animal Shelter, Transfer Station, RAMP program, FrontRunner, I-15 improvement project, gas recovery program, and the county had received a AAA bond rating.
The Commission’s goals included offering more information on the county’s web page, enhancing the technological ability to evaluate and assess properties in the county, and enhancing public safety. Chair Zogmaister noted that they worked well together as a commission and showed a brochure available to citizens on services and information about county government. She thanked county staff and citizens who volunteered and gave so much to Weber County. The commissioners recognized Candadai Seshachari and Peter and Kim Buttschardt, of Roosters/Union Station, for the great service they gave to the community. These individuals were presented with quartz bowls made from crystals found in the Great Salt Lake.
E. Consent Items:
1. Purchase orders in the amount of $104,150.76
2. Warrants #236070 - #236283 in the amount of $754,508.64
3. Ratification of the Weber County Library Boards approval of Amendment 1 (GMP) and Change Order 1 to contract #2006-169, the agreement between Weber County and Jacobson Construction for the Pleasant Valley Branch - Contract C2008-110
4. Surplus a Cannon Copier from the Weber County Animal Control Animal Services
Commissioner Dearden moved to approve the consent items; Commissioner Bischoff seconded, all voting aye.
F. Action Items:
1. Resolution of the Board of Commissioners of Weber County appointing members to the Liberty Park Service Area Board - Resolution 8-2008
Chair Zogmaister noted that this item had been approved last week. The resolution had now been prepared and needed to be adopted.
Commissioner Bischoff moved to adopt Resolution 8-2008 appointing the following to the Liberty Park Service Area Board: M. Ross Mertlich, Kevin R. Phipps and Brett Hansen for 4-year terms beginning on/about 4/1/2008 through 12/31/2011 and Michael D. Rhodes and Sharmain Kennedy-Croft for 2-year terms beginning on/about 4/1/2008 through 12/31/2009; Commissioner Dearden seconded.

2. Contract with Uintah City to provide road services to the city of Uintah - Contract C2008-111
3. Contract with Marriott-Slaterville City for road services - Contract C2008-112
Kelly Hipwell, County Roads Department, presented these renewal contracts. The terms are from 7/1/2008-6/30/2011. The contracts were basically the same as in the past but had adjustments for fuel increases. Commissioner Bischoff said that many calls had been received to thank the Weber County Roads Department for their excellent job during this severe winter.
Commissioner Dearden moved to approve Contract C2008-111 by/between Weber County and Uintah City to provide road services to the City; Commissioner Bischoff seconded, all voting aye.
Commissioner Bischoff moved to approve Contract C2008-112 by/between Weber County and Marriott-Slaterville City for road services to the City; Commissioner Dearden seconded, all voting aye.
4. approval of the State of Utah Department of Environmental Quality Compost Annual Report 2007, Solid Waste Transfer Station Annual Report 2007 and Solid Waste Post-Closure Care Annual Report 2007
Gary Laird, Weber County, noted the county reported to the State annually on the Compost Facility, the Transfer Station, and on the closure of the former landfill.
Commissioner Dearden moved to accept the State of Utah Department of Environmental Quality Compost Annual Report 2007, Solid Waste Transfer Station Annual Report 2007 and Solid Waste Post-Closure Care Annual Report 2007; Commissioner Bischoff seconded, all voting aye.
5. Resolution of the Board of Commissioners of Weber County to support the Military Installation Development Authority (“MIDA”) in providing assistance with the United States Air Force enhanced use lease project at Hill Air Force Base (“HAFB”), referred to as Falcon Hill National Aerospace Research Park, also known as the West Side Development (“Falcon Hill”) - Resolution 9-2008
Ron Kusina, Weber County Redevelopment Agency Executive Director, explained that during the 2007 legislative session, the State Legislature created “MIDA,” which has authority to provide for the development of military land and to take a lead role in helping to administer agreements between the public sector, private developers and Hill Air Force Base, ultimately to benefit all the residents of northern Utah. Mr. Kusina said that the Base, its private developer, and the Development Authority were very close to entering into written agreements for specific actions that they needed for this process. Mr. Kusina said that he was asking both the Davis County and Weber County Commissions if they would be willing to tender a resolution in support of the Development Authority, recognizing that they had a key leadership role in trying to move forward with this enhanced use lease project. Falcon Hill will be located on the west side of the Base, consisting of about 550 acres. Rick Mayfield, MIDA Executive Director, thanked Weber County for all its efforts over the years in trying to save the Base. He said that Mr. Kusina had been key in the MIDA project and May 29, 2008 was the target date for signing agreements between the United States Air Force, Sunset Ridge Development Partners, LLC, and MIDA. Commissioner Bischoff asked if this would enhance the Base’s position and Mr. Mayfield felt this was the best thing to protect the Base against a BRAC (Base Realignment and Closure Commission) in the future, though it was not a guarantee. He believed that with these types of projects throughout the military there may not be another BRAC.
