OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, January 29, 2007 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. Kenneth A. Bischoff was excused.

Commissioner Dearden moved to approve the consent items; Chair Zogmaister seconded, both voting aye.
E. Action Items:
1. Contract with Thyessen-Krupp Elevator for maintenance of the Weber Center Elevators - Contract C2008-27
Nate Pierce, Operations Department, presented this contract renewal with no changes to the terms.
Commissioner Dearden moved to approve Contract C2008-27 by/between Weber County and Thyessen-Krupp Elevator for maintenance of the Weber Center elevators; Chair Zogmaister seconded, both voting aye.
2. Final reading of an ordinance amending Title 25 to require a monthly service fee ($25) for owners of residential units connected to wastewater systems and the sponsorship of Weber County as the Body Politic - Ordinance 2008-5
See Commission minutes, 12/18/2007. Chad Meyerhoffer, Engineering Department, presented items that he had previously discussed with the commissioners: 1) To place a provision in the ordinance to allow the county to review these fees and make the necessary changes as needed. This was added to the ordinance as a periodic review. Under the direction of the County Commission, this could be done through a letter from County Engineering or could be placed on the Commission agenda to report on as the Commission deemed necessary. As the systems become older, there may be need for more frequent review. 2) The existing sewer maintenance agreements required an amount to be created in a reserve fund for any unexpected costs that may occur before a fund is acquired. From prior discussion, it had been suggested amending these agreements to allow those funds to be released back to the developer as funds are accrued through the monthly fee. 3) The need to be more clear on The Legends at Hawkins Creek Sewer Maintenance Agreement (as to who would be responsible for the maintenance and repair of the system) had been previously discussed. Mr. Meyerhoffer noted that items 2 & 3 would be addressed in the near future. He believed that the concerns presented on 12/18/2007 by developer Keith Smith had been addressed.
Commissioner Dearden moved to adopt Ordinance 2008-5 amending Title 25 of the Weber County Ordinances to require a monthly service fee for owners of residential units connected to wastewater systems under the sponsorship of Weber County as the Body Politic; Chair Zogmaister seconded.

3. Amendments to the Weber County Sick Leave Policy
David Wilson, Deputy County Attorney, presented this item. The major changes included that employees hired after January 1, 2008 who accumulated more than 600 hours of sick leave in any given year would have such sick leave reduced to 600 hours at the beginning of the next calendar year, and employees meeting the retirement guidelines of the Utah Retirement System and who had been approved to receive retirement payments would be paid 1/3 of their sick leave upon retirement and to have the remaining 2/3 credited to a Health Services Account on a dollar for dollar basis.
Commissioner Dearden moved to approve the amendments to the Weber County Sick Leave Policy; Commissioner Bischoff seconded, all voting aye.
4. Approval of Official Voting Map of Weber County
Alan McEwan, Clerk/Auditor, presented the official voting map of Weber County. He noted that statute required this to be done by February 1.`
Commissioner Dearden moved to approve the Official Voting Map of Weber County; Chair Zogmaister seconded, both voting aye.
