OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, December 6, 2007 - 5:30 p.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Jan M. Zogmaister, Vice Chair; and Craig L. Dearden. Kenneth A. Bischoff, Chair, was excused and Commissioner Zogmaister conducted the meeting.

1. Purchase orders in the amount of $142,604.57
2. Warrants #231981-#232252 in the amount of $1,453,716.95 (which included a withholding of $10,000 for the Ferguson Group)

4. Surplus of a 2000 Ford F350 by Weber Human Resources
Commissioner Dearden moved to approve the consent items as presented with the amendment to the warrants; Commissioner Zogmaister seconded, all voting aye.
E. Action Items:
1. Approve a Road Dedication Plat for a portion of 4100 N. Street, located near the intersection of 4100 N. Street and River Drive
Sean Wilkinson, County Planning Department, stated that this road dedication coincided with the dedication of another portion of 4100 N. Street as part of the Aspen Falls Estates Subdivision to be handled later in this meeting. The Weber County Engineering and Surveying Departments had reviewed the road dedication plat and had no concerns.
Commissioner Zogmaister moved to approve the road dedication plat for a portion of 4100 N. Street, located near the intersection of 4100 N. Street and River Drive; Commissioner Dearden seconded, all voting aye.
2. Final approval of Sunridge Highlands No. 1 Lot 27, Common Area H and H1, 1st Amendment located at approximately 9180 Poet’s Circle
Sean Wilkinson, County Planning Department, stated that Sunridge Highlands had been approved with requirements below the current standards and was considered a legal non-conforming subdivision. Today’s amendment adjusted the boundary of lot 27 by moving common area from the north boundary line to the east boundary line. The petitioner also owned lot 26 to the north of lot 27 and this amendment allowed for a common lot line between the two while maintaining the same area for lot 27, the same open area and maintaining open space access off of a road. The Sunridge Home Owners Association had signed the dedication plat and provided documentation showing they had authority to take this action. County Engineering had no concerns. The Planning Commission had unanimously recommended approval of this item on 11/28/2006.
Commissioner Dearden moved to grant final approval of Sunridge Highlands No. 1 Lot 27, Common Area H and H1, 1st Amendment located at approximately 9180 Poet’s Circle; Commissioner Zogmaister seconded, all voting aye.
3. Final approval of Aspen Falls Estates Cluster Subdivision (10 lots) located at approximately 4000 N. River Drive, including a financial guarantee for $172, 654.20
Sean Wilkinson, County Planning Department, stated that this subdivision, was previously known as North River Ridge Estates (10 lots). It contained 27.45 acres in the AV-3 Zone. However, this subdivision was designed as a cluster subdivision and lot sizes and frontage requirements differed from the normal requirements. The petitioner was requesting the maximum bonus density and the subdivision contained 17.85% acres of open space, which was 65% of the total area for the subdivision. The subdivision lots would be served by a private road, but 4100 N. Street was a public road and the petitioners were giving their 40 ft. half width dedication required to the south side as part of the subdivision. A road dedication had been prepared for the north side of 4100 N. Street and the 33 ft. to be dedicated was shown on the plat as “Right-of-way to be dedicate by adjoining property owners.” The Planning Commission had recommended approval of this item on 11/28/2006.
Commissioner Zogmaister moved to grant final approval of Aspen Falls Estates Cluster Subdivision (10 lots) located at approximately 4000 N. River Drive with a financial guarantee for $172, 654.20; Commissioner Dearden seconded, all voting aye.
F. Public Hearing (will begin at 6:00 p.m.):
1. Commissioner Dearden moved to adjourn the public meeting and convene the public hearing; Commissioner Zogmaister seconded, all voting aye.
2. Public hearing to take input on the Weber County 2008 Tentative Budget
Alan McEwan, County Clerk/Auditor, noted the hard work and lengthy process of preparing a county budget. He thanked his financial staff and county departments for their cooperation in this process.
Dan Olsen, County Comptroller, presented the highlights of the budget–the revenues, expenditures and a couple of changes made to the tentative budget since it had been adopted in November. The five most important economic indicators had been positive over recent years, but the economy was expected to slow down somewhat. Mr. Olsen said that the county was fortunate to have a solid tax base of residential properties that grew every year and generate tax revenue. New construction represented about 3.5% of new money to the General Fund. The last two years had been record years for sales tax collection, with an estimated 5% growth in sales tax for 2008 and about $8 million for housing State and Federal inmates at the county jail facility. Expenditures totaled about $12.3 million for 2008. He emphasized that the county had made concerted efforts to keep its costs down, mostly in personnel. The total overall budget is 8.3%, 5.3% of it is for the new south branch library. In three years the county has not wholesale replaced any of the fleet vehicles. Departments had requested $7.5 million for capital improvements and not quite $1 million was funded. Voters approved a 1/4 cent sales tax, which will start being collected in April 2008. A detailed budget document had been on the county’s website for over a month and there was a handout available at tonight’s meeting.
