MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, November 20, 2007 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Kenneth A. Bischoff, Chair; Jan M. Zogmaister, Vice Chair; and Craig L. Dearden.

D. Consent Items:
1. Purchase orders in the amount of $60,806.35
2. Warrants #231381 - #231510 in the amount of $440,577.01
3. Surplus an MITA copier & IBM Selectric Typewriter from Utah State University Extension Office
4. Surplus vehicles that have been identified for disposal from Department of Operations
Commissioner Dearden moved to approve the consent items as presented; Commissioner Zogmaister seconded, all voting aye.
E. Action Items:
1. Contract with the State of Utah for a funding grant for the November 6, 2007 statewide special election - Contract C2007-272
Alan McEwan, Weber County Clerk/Auditor, stated that Governor Jon Huntsman had issued an executive order for a statewide election because of the citizens State referendum #1 relating to school vouchers. The State had agreed to fund a certain amount of extra costs of the election held in November. This contract for $50,196 represented the amount the State would fund toward Weber County’s election costs and made up the difference between what the cities paid the county to run their elections.
Commissioner Zogmaister moved to approve Contract C2007-272 by/between Weber County and the State of Utah for a funding grant for the November 6, 2007 statewide special election; Commissioner Dearden seconded, all voting aye.
2. Contract with ARAMARK Correctional Service for commissary services for the jail - Contract C2007-273
Julia Richesson, Weber County Correctional Facility, noted that Mike Cozart, Regional General Manager for ARAMARK, was present, along with Weber County Sheriff’s Office staff. Ms. Richesson said the county has had an agreement with ARAMARK for about 4 ½ years and had been pleased with them. Ms. Richesson had contacted other commissary companies to check on their commissions and had compared prices charged to inmates according to prices at a convenience store. This contract had been reviewed by the County Attorney’s Office. The term was for five years (July 1, 2008-June 30, 2013) with the ability to extend for additional periods of 12 months each.
Commissioner Dearden moved to approve Contract C2007-273 by/between Weber County and ARAMARK Correctional Service for commissary services for the jail; Commissioner Zogmaister seconded, all voting aye.
3. Contract with Wheeler Machinery for a Lubrication and Maintenance Agreement - Contract C2007-274
Gary Laird, Transfer Station Manager, stated that this contract was for eight services every 250 hours for a total cost of $6,873.90.
Commissioner Zogmaister moved to approve Contract C2007-274 by/between Weber County and Wheeler Machinery for a Lubrication and Maintenance Agreement; Commissioner Dearden seconded, all voting aye.
4. Contract with Cleary Building Corporation to construct a storage building at the Fairgrounds for Parks and Recreation - Contract C2007-275
Jennifer Graham, Recreation Facilities Director, stated that this contract was for construction of a 40 ft. by 50 ft. metal storage building on the north end of the Fairgrounds to store equipment to try controlling vandalism.
Commissioner Dearden moved to approve Contract C2007-275 by/between Weber County and Cleary Building Corporation to construct a 40 ft. by 50 ft. storage building the Fairgrounds; Commissioner Zogmaister seconded, all voting aye.
