MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, October 16, 2007 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. Commissioner Dearden moved to approve the consent items as presented; Commissioner Zogmaister seconded, all voting aye.
E. Action Items:
1. Interlocal Cooperation Agreements by/between Weber County and the following cities for Animal Control Services:

Ron Willis, Weber County Animal Control, stated that these were the annual contracts with the cities for animal control services. Costs were based upon population and Mr. Willis said that the county had been subsidizing these cities but there were various factors still in discussion that would affect the cost equation, such as combining shelters. Mr. Willis was working on a spreadsheet to determine how this cost method was working so that the county did not continue subsidizing. He said that about 75% of all animal control calls came from cities. The contracts with Riverdale and South Ogden were for sheltering services only and these cities paid on a fee basis.
Commissioner Zogmaister moved to approve the above listed contracts, Contract C2007-241 through C2007-251 for animal controls services; Commissioner Dearden seconded, all voting aye.
2. Adjustment of rates for the Weber County Solid Waste Transfer Station and Compost Facility - Ordinance 2007-29
Nate Pierce, County Operations Director, noted that in 2004 the Commission had increased the tipping fee at the Transfer Station from $29.50 to $32.00 due to a cash shortfall in the fund. Mr. Pierce said that the fund was now healthy and proposed that the tipping fee be reduced to $30.00. Additionally, changes had been made to the recycling operations and the compost facility. The overall net affect to the Solid Waste Fund was a loss of about $435,000/year, however, the fund would still remain in the black. Commissioner Zogmaister said that the compost prices were low and asked if this change brought the county more in line with the market and Mr. Pierce responded that it did, noting that the county made up some of the revenues with items such as the firewood. Commissioner Dearden noted that there were other costs to the county such as those relating to the former landfill and Mr. Pierce said that he and Gary Laird, Transfer Station Manager, were comfortable with the $2.00 reduction.
Commissioner Dearden moved to adopt Ordinance 2007-29 amending Title 6, Chapter 22, County Fee Ordinance, relating to Transfer Station fees; Commissioner Zogmaister seconded.
