MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, September 18, 2007 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear
and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The
County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; Jan M. Zogmaister, Vice Chair, and Craig L.
Dearden.
Others Present: Alan D. McEwan, Clerk/Auditor; David C. Wilson, Deputy County Attorney; Fátima
Fernelius, Clerk/Auditor’s Office, took minutes.

D. Consent Items:
1. Purchase orders in the amount of $226,376.77
2. Warrants #229436 - #229723 in the amount of $1,410,756.60
3. Minutes for the meeting held on September 11, 2007
Commissioner Zogmaister moved to approve the consent items as presented; Commissioner
Dearden seconded, all voting aye.
E. Action Items:
1. Final approval of Drysdale Subdivision with deferral for curb, gutter
&sidewalk
Justin Morris, County Planning Department, stated that this was a 1-lot subdivision (1-acre)
located at approximately 1800 S. 4700 W. The Lower Valley Planning Commission unanimously
recommended approval of this item on 7/10/2007. This property is within 1 ½ miles of a school
and the County Planning Department had a letter from the Weber School District stating that
currently all students were bused and that it was not necessary to have curb, gutter and sidewalk.
Commissioner Dearden moved to grant final approval of Drysdale Subdivision with deferral for
curb, gutter and sidewalk; Commissioner Zogmaister seconded, all voting aye.
2. Interlocal Agreement with Pleasant View City to allow City to perform
inspections on a culinary water tank that has been or will be built in
unincorporated Weber County without a building permit from Weber County -
Contract C2007-233
Sean Wilkinson, County Planning Department, stated that the water tank was almost complete.
This contract relieves Weber County from issuing a building permit and inspecting the building.
The City will take all responsibility for it and remove liability from Weber County, although it
is located on property within unincorporated county. Commissioner Dearden clarified that the
City would issue the building permit and the tank would be built according to guidelines. The
State Division of Drinking Water had approved this item.
Commissioner Zogmaister moved to approve Contract C2007-233, Interlocal Agreement
by/between Weber County and Pleasant View City to allow Pleasant View City to perform
inspections on a culinary water tank that has been built in unincorporated Weber County without
a building permit from Weber County; Commissioner Dearden seconded, all voting aye.
3. Contract with the U. S. Forest Service for law enforcement on Federal Land -
Contract C2007-234
Undersheriff Kevin McLeod, of the Weber County Sheriff’s Office, presented this annual contract
renewal with the U.S. Forest Service to assist the Forest Service in patrolling the Ogden Ranger
District of the Wasatch-Cache National Forest areas of the county. It was the same contract
amount and terms as last year’s.
Commissioner Dearden moved to approve Contract C2007-234 by/between Weber County and the
United States Forest Service for law enforcement on Federal Land; Commissioner Zogmaister
seconded, all voting aye.
