MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Monday, June 4, 2007 - 11:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens
who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or

Commissioners Present: Kenneth A. Bischoff, Chair, Jan M. Zogmaister, and Craig L. Dearden.

Fernelius, Clerk/Auditor’s Office, took minutes.

1. New Business License
Commissioner Dearden moved to approve the consent item; Commissioner Zogmaister seconded, all
voting aye.
C. Action Items:
1. Approval of the Debra Robinson Subdivision Phase 2
Justin Morris, County Planning Department, noted that the petitioner was present. He referred
to the map of this subdivision located at approximately 4400 W. 700 N. in the A-2 Zone. He
stated that this was a 2-lot subdivision and each lot was about one acre with a remainder parcel
of 10.68 acres. Culinary Water was to be provided by Taylor-West Weber Water Improvement
District and the waste water was to be handled by individual septic tanks, which had been
approved by the County Health Department.
On February 13, 2007 the Planning Commission unanimously recommended preliminary approval
of the request for deferral of curb, gutter, sidewalk and asphalt and final approval on May 8. The
County Engineering Office had requested that the lowest floor elevation be 1-ft. above the
centerline of the road and that a separate agreement for each lot be recorded in addition to such
a statement on the dedication plat. One new fire hydrant had been installed as required by the Fire
District. He addressed the commissioners’ questions stating that only a small portion of this
subdivision was within the 1.5 mile radius of a school but there was no asphalt, curb, gutter, or
sidewalk in the area. Commissioner Dearden noted that in the future when the improvements
would be called in that those owners would have to pay for them and stated that they were aware
of it.
Commissioner Zogmaister moved to approve the Debra Robinson Subdivision Phase 2 as
presented; Commissioner Dearden seconded, all voting aye.
2. Resolution of the County Commission approving an offer to purchase the
Municipal Building Authority of Weber County Lease Revenue Refunding Bonds,
Series 2007 & authorizing other related necessary actions - Resolution 32-2007
Dan Olsen, County Comptroller, stated that there was an opportunity to refinance outstanding
debt to save approximately $200,000/year. Underwriters were solicited and a proposal was
received from the Bank of America for a direct purchase of the bonds, which would save about
$300,000 in bond issuance costs. The finance committee had met and all agreed this was the best
deal for the county.
Commissioner Dearden moved to adopt Resolution 32-2007 of the Weber County Commission
approving an offer to purchase the Municipal Building Authority of Weber County, Utah, Lease
Revenue Refunding Bonds, Series 2007 and authorizing the taking of other actions necessary to
the consummation of the transactions contemplate by this resolution, subject to final legal counsel
approval; Commissioner Zogmaister seconded.
