MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, February 20, 2007 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens
who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or

Commissioners Present: Kenneth A. Bischoff, Chair, Jan M. Zogmaister and Craig L. Dearden.

1. Purchase Orders in the amount of $134,375.02
2. Warrants #223101-#223319 in the amount of $1,018,107.22

4. Request from Operations Department to declare parcels #19-060-0028 & #01-046-0043 surplus
5. New Business License Applications
Commissioner Dearden moved to approve the consent items as presented; Commissioner
Zogmaister seconded, all voting aye.
E. Action Items:
1. Notice of Award for the Coliseum Pedestrian Bridge and Fairgrounds Storm Drain
Project to Stark Brothers Construction
Dennis Richardson, County Engineering, stated that invitations to bid were sent out for these two
projects and Stark Brothers was the only bidder. Funds for the bridge ($67,690.00) were coming from
the State grant and RAMP funds and the storm drain ($29,880.00) from Storm Drain funds.
Commissioner Zogmaister moved to approve the Notice of Award for the Coliseum pedestrian
bridge and Fairgrounds storm drain project to Stark Brothers Construction; Commissioner
Dearden seconded, all voting aye.
2. Approval of Weber County Comprehensive Animal Control Ordinance, Title 2 -
Ordinance 2007-6
This was the second reading of the ordinance. Ron Willis, County Animal Control, noted it had been
many years since the ordinance had been updated and he outlined a couple of changes, including
reducing the number of cats that comprised a cattery from nine to five cats. Commissioner Dearden
asked Mr. Willis how he had arrived at the number of five cats and he responded it came from his
experience with working in this field.
Commissioner Dearden moved to adopt Ordinance 2007-6 amending Title 2; Commissioner
Zogmaister seconded.
