MINUTES OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY

Tuesday, January 16, 2007 - 10:12 a.m.
Commission Chambers, Weber Center, Ogden, Utah

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk
records in the minutes the names of all citizens who appear and speak at a County Commission meeting
and the substance “in brief” of their comments. Such statements may include opinion or purported facts.

Commissioners Present: Craig L. Dearden, Chair; Jan Zogmaister; and Kenneth A. Bischoff.

4. Severance Agreement by/between Weber County & Saundra Wiechmann - Contract C2007-28
Commissioner Dearden moved to approve the consent items, including Contract C2007-28,
Severance Agreement with Saundra Wiechmann; Commissioner Zogmaister seconded, all voting
aye.

E. Action Items:

1. Contract with Salzburger Echo for musical entertainment on January 19 & 20,
2007 at the Hof Winterfest at the Golden Spike Event Center - Contract C2007-29

2. Contract with Minimax for musical entertainment on January 19 & 20, 2007 at the
Hof Winterfest to be held at the Golden Spike Event Center - Contract C2007-30

3. Contract with Wheelwright Sound to provide sound & lighting for the HOF
Winterfest on January 19 & 20, 2007 at the Golden Spike Event Center - Contract
C2007-31

Jim Harvey, GSEC, presented the above three items together. Contract C2007-29 is in the amount
of $2,300, Contract C2007-30 is for $3,000 and C2007-31 is for $1,500.
Commissioner Zogmaister moved to approve Contract C2007-29 with Salzburger Echo, C2007-30
with Minimax, and C2007-31 with Wheelwright Sound relating to musical entertainment on
January 19 & 20, 2007 at the Hof Winterfest to be held at the Golden Spike Event Center;
Commissioner Dearden seconded, all voting aye.

 

4. Contract with Ogden Publishing Corp. for the Standard Examiner Home & Garden
Show February 28 - March 5, 2007 at the Golden Spike Event Center - Contract
C2007-32

Jim Harvey, GSEC, presented this standard contract.
Commissioner Dearden moved to approve Contract C2007-32 by and between Weber County and
Ogden Publishing Corp. for the Standard Examiner Home & Garden Show February 28-March 5,
2007 at the Golden Spike Event Center; Commissioner Zogmaister seconded, all voting aye.

 

5. Contract with Stirrin’ Dirt LLC for an Indoor Demolition Derby on January 20,
2007 at the Golden Spike Event Center - Contract C2007-33

Jim Harvey, GSEC, presented this standard contract.
Commissioner Zogmaister moved to approve Contract C2007-33 Stirrin’ Dirt LLC for an indoor
demolition derby on January 20, 2007 at the Golden Spike Event Center; Commissioner Dearden
seconded, all voting aye.

 

6. Contract with Jordan World Productions, Inc. for the Jordan World Circus on
February 3, 2007 at the Golden Spike Event Center - Contract C2007-34

Commissioner Dearden moved to approve Contract C2007-34 by and between Weber County and
Jordan World Productions, Inc. for the Jordan World Circus on February 3, 2007 at the Golden
Spike Event Center; Commissioner Zogmaister seconded, all voting aye.

 

7. Contract with Chris Cox Horsemanship Clinic for an Equine Clinician Show June
22 - June 24, 2007 at the Golden Spike Event Center - Contract C2007-35

Jim Harvey, GSEC, presented this standard contract.
Commissioner Zogmaister moved to approve Contract C2007-35 by and between Weber County
and Chris Cox Horsemanship Clinic for an Equine Clinician Show June 22-24, 2007 at the Golden
Spike Event Center; Commissioner Dearden seconded, all voting aye.

 

8. Contract with Acorn Productions for an Antique Show to be held February 16 -
February 18, 2007 at the Golden Spike Event Center - Contract C2007-36

9. Contract with Acorn Productions for an Antique Show to be held November 2 -
November 4, 2007 at the Golden Spike Event Center - Contract C2007-37

Jim Harvey, GSEC, presented these two standard contracts together.
Commissioner Dearden moved to approve Contract C2007-36 and C2007-37 by and between
Weber County and Acorn Productions for Antique Shows to be held February 16-18 and
November 2-4, 2007 at the Golden Spike Event Center; Commissioner Zogmaister seconded, all
voting aye.

 

10. Resolution of the Board of County Commissioners of Weber County appointing
seven members to the Little Mountain Service Area Board - Resolution 12-2007

There are no residents in this sewer service area. Chair Bischoff stated that the Little Mountain
Service Area Board had requested that Kent Bradford, Michael Merchel, Lance Wood and Ron
Kusina be appointed to 4-year terms from January 1, 2007-December 31, 2010 and that Jim
Adams, Randy Marriott and Ken Bischoff be appointed to 2-year terms from January 1, 2007-
December 31, 2008.
Commissioner Zogmaister moved to adopt Resolution 12-2007 appointing seven members to the
Little Mountain Service Area Board; Commissioner Dearden seconded.

11. Contract with Ogden Nordic Alliance/Ogden Nordic to provide trail grooming
at No. Fork Park - Contract C2007-38

Jennifer Graham, Recreational Facilities Director, stated that Ogden Nordic provided the cross-
country trail grooming at North Fork Park. There is no cost to the county for this service. In
exchange, Ogden Nordic is allowed to take donations that go to fuel charges, equipment
maintenance and a small amount to promote the cross-country trails by Ogden Nordic. Chair
Bischoff said that the Commission was receiving a lot of positive emails from people regarding
how much they enjoy these trails and also stating how well the trails are groomed. Ms. Graham
said that she would be meeting with the president of this organization to define the scope of their
function.
Commissioner Dearden moved to approve Contract C2007-38 by and between Weber County and
Ogden Nordic Alliance/Ogden Nordic to provide trail grooming at No. Fork Park; Commissioner
Zogmaister seconded, all voting aye.
