MINUTESOF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, February 21, 2006 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
Each Commission meeting is recorded on CD or audio tape, which is available to the public through the
County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk
records in the minutes the names of all citizens
who appear and speak at a County Commission meeting
and the substance “in brief” of their comments. Such statements may include opinion or
purported facts.

pursuant to state law.
Commissioners Present: Craig L. Dearden, Chair; Camille T. Cain; and Kenneth A. Bischoff.

Nersisian, Clerk/Auditor’s Office, took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $420,608.39
2. Warrants #210456 - #210622 in the amount of $3,366,961.63
3. Request from the Department of Operations to declare Parcel #22-023-0013 as surplus property
Commissioner Cain moved to approve the consent items; Commissioner Bischoff seconded, all
voting aye.
E. Action Items:
1. Final approval of Amendment #1 to the Community Development Block Grant
Contract for the Ogden/Weber Community Partnership - Contract C2006-18
Dennis Richardson, County Engineering, stated that this was to amend the original contract from
land acquisition to acquisition of fixed appliances and elevator as well as to extend the contract
through 6/30/2006. Mr. Richardson addressed the commissioners’ general questions.
Commissioner Bischoff moved to approve Contract C2006-18, Amendment #1 to the Community
Development Block Grant Contract for the Ogden/Weber Community Partnership; Commissioner
Cain seconded, all voting aye.
2. Action on the recommendation of the Weber Area Council of Governments
WACOG) regarding an appointee to fill a vacancy on the UTA Board of Trustees
In discussing the request for this appointment, the commissioners believed WACOG desired at
this time that the County Commission appoint Fred Oates to fulfill the unexpired term of Bob
Davis. The Commission will be happy to appoint Mr. Oates for another full term (two years) if
that is WACOG’s wish.
Commissioner Cain moved to appoint Fred Oates to fulfill the unexpired term of Bob Davis;
Commissioner Bischoff seconded, all voting aye.
3. Contract with Midway West Amusements for the carnival to be held at the Weber
County Fair on August 9-12, 2006 - Contract C2006-19
Jan Wilson, Weber County Fair, stated that Midway West Amusements had provided the carnival
at the Fair for a number of years. Midway will pay the county 20% of all onsite ticket sales during
the Fair and 25% of all advance ticket sales.
Commissioner Bischoff moved to approve Contract C2006-19 by and between Weber County and
Midway West Amusements for the carnival to be held at the Weber County Fair on August 9-12,
2006; Commissioner Cain seconded, all voting aye.
4. Contract with Wooden Creations/Mark Colp for chainsaw carvings at the Weber
County Fair to be held on August 9-12, 2006 - Contract C2006-20
Jan Wilson, Weber County Fair, stated that Wooden Creations had performed at the Fair for the
last few years. The total contract amount is $3,800.00. Commissioner Bischoff noted that the Fair
subsequently sold the chainsaw carvings at an auction and kept that money.
Commissioner Cain moved to approve Contract C2006-20 by and between Weber County and
Wooden Creations/Mark Colp for chainsaw carvings at the Weber County Fair to be held on
August 9-12, 2006; Commissioner Bischoff seconded, all voting aye.
5. Contract with Reptile Adventures/Dan Conner to have the Reptile Adventures
Exhibit at the Weber County Fair to be held August 9-12, 2006 - Contract C2006-21
Jan Wilson, Weber County Fair, stated that this was for a new display at the Fair and she outlined
the various reptiles that would be in display. The contract amount is $6,000.00. Ms. Wilson
addressed Commissioner Cain’s question stating that the changes to the contract would have to be
approved by the contractor.
Commissioner Bischoff moved to approve Contract C2006-21 by and between Weber County and
Capitol International Productions/Reptile Adventures/Dan Conner to have the Reptile Adventures
Exhibit at the Weber County Fair to be held August 9-12, 2006; Commissioner Cain seconded, all
voting aye.
6. Approve a letter in support of the application of Weber Pathways for a LeRay
McAllister grant for the purchase of property to develop trails and trailheads
in Weber County
David Wilson, Deputy County Attorney, stated that Weber Pathways had asked the county for its
support and that it sign this application for grant funds. Weber Pathways is in the process of
applying for grant monies from the LeRay McAllister grant and RAMP funds to purchase land
along the Weber River for trail and trailheads necessary for continuing the Weber River Parkway.
A requirement of both applications is that a public entity must ultimately own the land and
maintain the trail. The McAllister application must be submitted by a public entity. Weber County
would take responsibility for maintenance of the pathways. Commissioner Cain asked to be
recused because she was on the Quality Growth Commission at the State level which approved
LeRay McAllister grants.
Commissioner Bischoff moved to approve a letter in support of the application of Weber Pathways
for a LeRay McAllister grant for the purchase of property to develop trails and trailheads in Weber
County; Chair Dearden seconded, both voting aye.
