MINUTESOF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, January 10, 2006 - 10:00 a.m.

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens
who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or

Commissioners Present: Craig L. Dearden, Chair, Camille T. Cain and Kenneth A. Bischoff.

D. Consent Items:
1. Purchase Orders in the amount of $613,247.11

Commissioner Bischoff moved to approve the consent items with corrections to the minutes;
Commissioner Cain seconded, all voting aye.
E. Action Items:
1. Contract with Jordan World Productions, Inc., for the Jordan World Circus to
be held February 4, 2006 at the Golden Spike Event Center - Contract C2006-1
Jim Harvey, GSEC, presented this standard contract.
Commissioner Bischoff moved to approve Contract C2006-1 by and between Weber County and
Jordan World Productions, Inc., for the Jordan World Circus to be held on February 4, 2006 at the
Golden Spike Event Center; Commissioner Cain seconded, all voting aye.
2. Contract with Weber State University Rodeo Team for the Weber State Rodeo
to be held on March 3-4, 2006 at the Golden Spike Event Center - Contract C2006-

Commissioner Cain moved to approve Contract C2006-2 by and between Weber County and the
Weber State University Rodeo Team for the Weber State Rodeo to be held on March 3-4, 2006
at the Golden Spike Event Center; Commissioner Bischoff seconded, all voting aye.
3. Contract with Utah Nordic Alliance for grooming North Fork Park for use as
a Cross Country Skiing Course from November 2005 - May of 2006 - Contract
C2006-3
Jennifer Graham, Recreation Facilities Director, asked for ratification of this contract that allows
Utah Nordic to groom the trails as needed. Ms. Graham addressed Commissioner Bischoff’s
question stating that there was a suggested donation of $3.00 to use the trails or a one time
donation could be made.
Commissioner Bischoff moved to approve Contract C2006-3by and between Weber County and
the Utah Nordic Alliance for grooming the North Fork Park for use as a cross country skiing
course from November 2005 through May of 2006; Commissioner Cain seconded, all voting aye.
4. Contract for consulting services between Weber County and Weber Basin Water
Quality Management Council - Contract C2006-4
Chair Dearden, who participates in the Weber Basin Water Quality Council, presented this
standard annual contract for water quality management. The contract amount increased $1,000.00
over last year. Dr. Mike Miner, Weber Basin Project Director, is retiring after 30 years with the
program and is writing a detailed study (that should be published by the end of this year) that
covers all the Ogden drainage system issues and/or problems and some history on the river.
Commissioner Bischoff moved to approve Contract C2006-4 between Weber County and Weber
Basin Water Quality Management for consulting services; Commissioner Cain seconded, all voting
aye.
5. Approval of a grant with Utah Division of Parks and Recreation to help fund the
Stockyards Bridge over the Weber River as part of the Trails Network -
Contract C2006-5
Nate Pierce, County Operations Director, stated that this contract allowed the county to receive a
$50,000 matching federal grant to help fund the Stockyards Bridge. Chair Dearden noted that the
county’s matching portion was coming from Weber Pathways and in-kind labor and donations.
Mr. Pierce said that the full cost of this project was yet unknown until it goes to bid but Weber
Pathways had indicated its commitment to continue searching for other grants in addition to the
cash they had set aside. Weber County had made a commitment of $20,000 in in-kind services.
Additionally, there were other resources available, including using the military’s expertise, which
assisted in the past with similar projects in the area.
Mr. Pierce said that the initial estimate for the project had been $200,000 but it had not been based
upon any formal process or design and it was now believed to cost much less. Weber Pathways
indicated to Mr. Pierce that they would be submitting a proposal for $100,000 of RAMP funds in
the event the project does cost $200,000. Commissioner Cain noted that the initial project cost had
actually been about $87,000, then had increased to $118,000 and had continued to rise but she was
not aware of the reasons. Mike Caldwell, Ice Sheet Director, stated that Weber Pathways had a
bridge designer stand on the river bank and give a rough cost estimate, and they had then worked
around that estimation. He added that Weber Pathways had $26,000 in cash for the project as of
yesterday’s board meeting.
Commissioner Cain moved to approve Contract C2006-5 with the Utah Division of Parks &
Recreation Trails and Pathways Federal Funding Program, Fiscal Assistance Agreement, to help
fund the Stockyards Bridge over the Weber River as part of the trails network; Commissioner
Bischoff seconded, all voting aye.
