OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, June 14, 2005 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah

County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens
who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or
purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; Craig L. Dearden, and Camille T. Cain.
Others Present: Linda G. Lunceford, Clerk/Auditor; David C. Wilson, Deputy County Attorney; Fátima
Blackford, Clerk/Auditor’s Office, took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $66,585.77
2. Warrants #202271- #202508 in the amount of $2,947,445.01
3. Minutes for the meetings held on May 31, 2005 and June 7, 2005
Commissioner Dearden moved to approve the consent items; Commissioner Cain seconded, all voting
aye.
E. Action Items:
1. Final subdivision approval for Eagles Nest Subdivision, a 3-lot subdivision at 10630
E. Hwy 39 in the East Huntsville area of Ogden Valley, including a financial
guarantee for improvements in the amount of approximately $27,170.00
Jim Gentry, County Planning Department, stated that the financial guarantee was for road and bridge
improvements. The road will be paved. The funds had been deposited in the County Engineer’s
escrow. The Planning Commission recommended 4 to 1 to approve this item. Chair Bischoff asked
if all the issues had been addressed and Mr. Gentry replied they had. Commissioner Cain asked about
the fire district’s requirement and Mr. Gentry stated that there was no culinary water system in the
area, and depending on the size of the houses, they may have to put in sprinklers.
Commissioner Cain moved to grant final subdivision approval of Eagles Nest Subdivision, a 3-lot
subdivision located at approximately 10630 E. Hwy 39 in the East Huntsville area of Ogden Valley,
including a financial guarantee for improvements in the amount of approximately $27,170.00;
Commissioner Dearden seconded, all voting aye.
2. Retirement Agreement for Larry Speece - Contract C2005-74
Gary Laird, County Operations Department, stated that Mr. Speece had worked for the county since
1971 and had served the county well. Commissioner Cain noted that this agreement followed the
county’s retirement policy. The commissioners and Mr. Laird thanked Mr. Speece for his many years
of service and wished him well on his endeavors .
Commissioner Dearden moved to approve Contract C2005-74, Retirement Agreement for Larry Speece;
Commissioner Cain seconded, all voting aye.
3. Contract by and between Weber County and U.S. Bank to implement a Purchasing
Card Program - Contract C2005-75
Dan Olsen, County Comptroller, stated that this contract was to implement a purchasing card program
for the county. The county will use the State’s contract for this service. He noted that this program
should save the county time and money. Mr. Olsen and Saundra Wiechmann, Assistant Comptroller,
addressed the commissioners’ questions and outlined the program in detail, including the strict controls
for usage of the card.
Commissioner Dearden moved to approve Contract C2005-75 by and between Weber County and U.S.
Bank to implement a Purchasing Card Program; Commissioner Cain seconded, all voting aye.
