Commissioners Present: Kenneth A. Bischoff, Chair; Camille T. Cain; and Craig L. Dearden.

6. Set Public Hearing date for November 8, 2005, 10 a.m., on a request to vacate a 15' irrigation easement on lot 2 of Willardsen Enterprises LLC Subdivision at approximately 3261 S. Midland Dr.
Commissioner Dearden moved to approve the consent items, less warrants #206725 ($707.52) & # 206715 ($199.00); Commissioner Cain seconded, all voting aye.
E. Action Items:
1. Contract by/between the Weber County Sheriff's Department & Wasatch-Cache National Forest for patrol duties & special enforcement duties for the Wasatch-Cache National Forest - Contract C2005-129
Commissioner Dearden stated this was a renewal of the annual contract for the Sheriff's Office to patrol the Forest Service campgrounds, Pineview Reservoir, etc. in the maximum amount of $52,000.
Commissioner Dearden moved to approve Contract C2005-129 by and between the Weber County Sheriff's Department and Wasatch-Cache National Forest for patrol duties and special enforcement duties for the Wasatch-Cache National Forest; Commissioner Cain seconded, all voting aye.
2. Contract by/between Weber County Animal Services and Marriott-Slaterville City for animal control services in Marriott-Slaterville- Resolution 30-2005, Contract C2005-130
Items E.2. through E.7. were handled together. Ron Willis, Weber County Animal Control Services, stated that negotiations were underway for consolidating animal services throughout the county. Rates will not increase if consolidation occurs and all those cities would be under the same contract term. However, if consolidation does not occur, rates will increase. Consolidation is to become effective July 2006 and today's contracts extend the previous agreements that terminated June 30, 2005 for one additional year until a new agreement is formulated.

8. Financial guarantee in the amount of $20,238.90 for improvements for a new Community Center at the Powder Ridge Condominiums at Powder Mountain, at approximately 6172 N. Powder Ridge Road
Kevin Hamilton, County Planning Department, stated that a new community center was recently added to the Powder Ridge Condominiums. This financial guarantee is for some landscaping and parking improvements related to the center.
Commissioner Cain moved to approve the financial guarantee in the amount of $20,238.90 for improvements for a new Community Center at the Powder Ridge Condominiums at Powder Mountain, located at approximately 6172 N. Powder Ridge Road; Commissioner Dearden seconded, all voting aye.
9. Request for approval of a Resolution approving an Interlocal Agreement by/among Box Elder County, Logan City, Wasatch Integrated Waste Management District and Weber County for the purpose of exploring the feasability of a jointly run landfill
This item was held for one week.
Commissioner Cain moved to adjourn the public meeting and convene the public hearing; Commissioner Dearden seconded, all voting aye.F.1.
2. Public Hearing on Potential Community Development Block Grant Projects
Dennis Richardson, County Engineering, stated that this public hearing was being held to supply information regarding Community Development Block Grant (CDBG) funds, to solicit possible projects that may be eligible for the funds, and to field possible suggestions and questions about the projects from the citizens.
The Weber County area can expect approximately $625,000 in CDBG funds for 2006 funding. Applicants' use of funds must meet one of the following National Objectives to be eligible: 1) Project needs to primarily benefit low to moderate income persons; 2) Project needs to aid in the prevention or elimination of slums or blight; 3) Project needs to meet urgent needs because existing conditions pose a serious and immediate threat to health and welfare.
Applicants sponsored by Weber County must have their pre-application submitted to the Wasatch Front Regional Council by December 1, 2005. Current county CDBG projects include: 1) ADA improvements for campsites located at North Fork Park, Memorial Park and Fort Buenaventura Park; 2) Weber County is also currently sponsoring Your Community Connection, a non profit organization, and their project provides assistance to low income and disabled elderly homeowners with critical yet minor home repairs to insure safety and livability in their own homes; 3) Weber County is also sponsoring the Ogden/Weber Community Partnership for housing for the disabled.
Possible County projects for the 2006 funding year could include:
The development of an ADA compliant restroom at Weber County's North Fork Park; replacement of door hardware with ADA compliant hardware at the county fairgrounds facilities; ADA improvement to trails around Fort Buenaventura and the old landfill site, and at one time the Weber Area Council of Governments would tag $100,000 per year for storm water flood prevention projects. WACOG may want to consider implementing this again if there is a need.
The Weber County Housing Authority is seeking funding of $40,000 per year over three years to provide funds to low income households for home repairs.
Your Community Connection is seeking county sponsorship to continue their Senior Life Care program to provide assistance to low income and disabled elderly homeowners. They are seeking $30,000 per year over 3 years.
Habitat for Humanity may seek county sponsorship for a project, however, Mr. Richardson did not know the details of their project.
Commissioner Cain mentioned that the Homelessness pilot project may make a partial funding request.
WACOG will rate and rank all county-wide preliminary applications to determine what projects can proceed with final application.
Chair Bischoff asked if there were ongoing multi-year projects for communities in Weber County and Mr. Richardson recalled Marriott-Slaterville as the last community having a multi-year project for their community center.
Chair Bischoff invited public comments: Sharon Harris, YCC, stated they had a successful three years with Senior Life Care helping low income and disabled elderly homeowners and hoped to receive funding for another three years.
Commissioner Dearden moved to adjourn the public hearing and reconvene the public meeting; Commissioner Cain seconded, all voting aye.
G. Assign Pledge of Allegiance & Thought of the Day for Tues., November 1, 2005, 10 a.m.
G. Public Comments:
Ben Toone of Eden outlined the very serious auto accident that occurred last week involving various vehicles on the corner near his General Store in Eden where a car was pushed into his building, making it about four cars that have come into his building since he has occupied it. He had asked the Commission about one year ago if a four-way stop sign could be put there to slow motorists down by the park, and he again asked what could be done at this dangerous intersection. Chair Bischoff said the Commission would notify the appropriate persons to see what could be done.
