OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; Camille T. Cain; and Craig L. Dearden.

D. Consent Items:
1. Purchase Orders in the amount of $197,934.41
2. Warrants #204105- #204340 in the amount of $1,714,731.99
Commissioner Cain moved to approve the consent items; Commissioner Dearden seconded, all voting aye.
E. Report on NACo Conference
Chair Bischoff noted that Commissioner Cain was the current president of the Utah Association of Counties (UAC) and that she was doing a great job representing all the counties. Commissioner Cain gave some history of the inception of UAC and its purpose. UAC began in Weber County in 1934 and became the model for the national association.
The commissioners gave some highlights of the workshops they attended and of the benefits they derived to include meeting with the Ferguson Group which specializes in representing local governments in Washington, D.C. with an emphasis on securing significant funds through earmarks in the appropriation bills; learning of a program related to jails and the mentally ill that could potentially save the county a significant amount of money; attending workshops dealing with Planning issues, transfer of development rights, how storm water planning affects land use and waste water planning, etc.; and learning of a prescription drug-card program through NACo that may have a positive impact on Weber County whereby any person in the county who does not have prescription drug benefits may receive a reduced rate on prescriptions. Commissioner Dearden noted that Commissioner Cain had been awarded the national Republican County Official of the Year during the conference.
F. Action Items:
1. Appointment to the Golden Spike Event Center Advisory Board
Jennifer Graham, Recreational Facilities Director, presented four names submitted by the GSEC Advisory Board to fill the position left vacant by the resignation of Ron Surrage. Mr. Surrage's term would have expired 12/31/2006. The first two names listed (Brandon Peterson, Douglas Russell) had been ranked among the top applicants by the board members.
Commissioner Dearden moved to appoint Brandon Peterson to the Golden Spike Event Center Advisory Board; Commissioner Cain seconded, all voting aye.
2. Request to solicit proposals from qualified providers for operation of 911 Advance Life Support Emergency Medical Transport Services within the defined Service Area
Commissioner Dearden noted that at last week's Commission meeting there had been lengthy discussion regarding a Request for Proposals (RFP) for an ambulance to serve West Haven, Hooper, Marriott-Slaterville, and certain unincorporated western portions of the county. He had contacted the three mayors of these cities. Two had no concerns about the current ambulance service and Mayor Wayment, West Haven City, had referred Commissioner Dearden to speak with Mr. Blaine Holmes about the issue. Mayor Butler, Marriott-Slaterville, had indicated issues with ambulance 6 being used as a transport ambulance more than it should be, but had no concerns with the service.
Based upon his research, Commissioner Dearden felt there was no justification to move forward with the RFP at this time. The mayors, and even Mr. Holmes last week had also indicated that sentiment. Commissioner Cain felt that in the future this may become necessary, however, it was not prudent at this time to put an additional potential cost on the people of the county until the mayors felt an ambulance was needed and the response times were no longer appropriate. Commissioner Dearden felt this issue needed to be monitored. He would prefer another paramedic unit rather than an ambulance since the first responder is more critical because they stabilize the patient until the ambulance arrives. Chair Bischoff believed the process should come from another source other than from those who would be responding to the RFP.
Commissioner Dearden moved to not participate in the Request for Proposals from qualified providers for the operation of 911 Advance Life Support Emergency Medical Transport Services within the defined service area; Commissioner Cain seconded, all voting aye.
3. Final approval of Trappers Ridge at Wolf Creek P.R.U.D., Phase 5 Subdivision consisting of 41 lots, including financial guarantees in the amounts of $487,031.00 and $55,809.60 for improvements and landscaping
Kevin Hamilton, County Planning Department, stated that this phase consisted of 41 units in this P.R.U.D. located in the Wolf Creek area of the Ogden Valley. The Planning Commission unanimously recommended approval of this item.
Commissioner Cain moved to grant final approval of Trappers Ridge at Wolf Creek P.R.U.D., Phase 5 Subdivision consisting of 41 lots, including financial guarantees in the amounts of $487,031.00 and $55,809.60 for improvements and landscaping; Commissioner Dearden seconded, all voting aye.
G. Assign Pledge of Allegiance & Thought of the Day for Tuesday, August 16, 2005, 10 a.m.
