Each Commission meeting is recorded on CD or audio tape, which is available to the public through the County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; Camille T. Cain; and Craig L. Dearden.
Others Present: David C. Wilson, Deputy County Attorney; Margarit Nersisian, Clerk/Auditor's Office; Fátima Blackford, Clerk/Auditor's Office, took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $73,354.35
2. Warrants #203024-#203240 in the amount of $1,296,110.34

4. Cancel Commission Meeting of July 19, 2005 due to commissioners attendance at NACo conference
Commissioner Cain moved to approve the consent items; Commissioner Dearden seconded, all voting aye.
E. Presentation of the Seal of Service Award to Patsy Winchester of the Weber County Sheriff's Office
Commissioner Cain read the Seal of Service nomination submitted by Captain Brett Haycock of the Sheriff's Office. Ms. Winchester was presented with a plaque, a Seal of Service pin, an obelisk, and $50 for her exemplary service. The commissioners expressed appreciation to Ms. Winchester for her many years of dedicated service.
F. Action Items:
1. Contract by and between Weber County and Interactive Game Experience for Interactive Games at the 2005 Weber County Fair - Contract C2005-81
Jan Wilson, Weber County Fair, outlined this contract, which was in the amount of $4,000.
Commissioner Dearden moved to approve Contract C2005-81 by and between Weber County and Interactive Game Experience for interactive games at the 2005 Weber County Fair; Commissioner Cain seconded, all voting aye.
2. Contract by and between Weber County and Freeway Advertising to have Busboards advertise the 2005 Weber County Fair - Contract C2005-82
Jan Wilson, Weber County Fair, outlined this contract, which was in the amount of $3,807.
Commissioner Cain moved to approve Contract C2005-82 by and between Weber County and Freeway Advertising to have busboards advertise the 2005 Weber County Fair; Commissioner Dearden seconded, all voting aye.
3. Contract by and between Weber County and Stephanie DeGraw to purchase media buys for the 2005 Weber County Fair - Contract C2005-83
Jan Wilson, Weber County Fair, outlined this contract, which was not to exceed $23,800. She addressed Commissioner Cain's questions stating that certain requirements were specified in the contract by the county.
Commissioner Dearden moved to approve Contract C2005-83 by and between Weber County and Stephanie DeGraw to purchase media buys for the 2005 Weber County Fair; Commissioner Cain seconded, all voting aye.
4. Contract by and between Weber County and Antique Farm Machinery to have antique farm machinery at the 2005 Weber County Fair - Contract C2005-84
Jan Wilson, Weber County Fair, outlined this contract, which was in the amount of $800.
Commissioner Cain moved to approve Contract C2005-84 by and between Weber County and Antique Farm Machinery to have antique farm machinery at the 2005 Weber County Fair; Commissioner Dearden seconded, all voting aye.
5. Contract by and between Weber County and Reagan Outdoor Advertising for 6 - 30 sheet billboards for the 2005 Weber County Fair - Contract C2005-85
Jan Wilson, Weber County Fair, outlined this contract which was in the amount of $3,596.
Commissioner Dearden moved to approve Contract C2005-85 by and between Weber County and Reagan Outdoor Advertising for 6 - 30 sheet billboards for the 2005 Weber County Fair, with the deletion of Section 5 of the contract; Commissioner Cain seconded, all voting aye.
6. Final approval of the seven lot Belmont Park Estates Subdivision Phase 3, located at 1800 South 4300 West, and acceptance of escrow in the amount of $166,977.00
Jim Gentry, County Planning Department, briefly presented this item stating that the Planning Commission had unanimously recommended its approval.
Commissioner Cain moved to grant final approval of the seven lot Belmont Park Estates Subdivision Phase 3, located at 1800 South 4300 West, and to accept an escrow in the amount of $166,977.00; Commissioner Dearden seconded, all voting aye.
7. Final approval of Nealy's Subdivision Amended Lot 2 at 771 North 4700 West and the acceptance of a financial guarantee of $8,580.00
Jim Gentry, County Planning Department, stated that the Planning Commission had unanimously recommended approval of this item and that the State had requested deferral of curb, gutter and sidewalk because it is a State road.
Commissioner Dearden moved to grant final approval of Nealy's Subdivision Amended Lot 2 located at 771 North 4700 West, to accept a financial guarantee in the amount of $8,580.00, and to defer curb, gutter and sidewalk for SR-134; Commissioner Cain seconded, all voting aye.
8. Request for approval of tax rate worksheets for Weber County for Notice of Valuation printing purposes
Margarit Nersisian, Clerk/Auditor's Office, outlined the certified tax rates for the county's general purposes (library, interest and sinking fund, health, paramedic) which was 0.003226. The proposed tax rate, including the requested tax increase, was 0.003908, which would give a budget of $27,732,881.
Ms. Nersisian outlined the certified tax rates for assessing and collecting as follows: State assessing and collecting was 0.000173, the county assessing and collecting was 0.000178 with an option to go to 0.000300 this year. She said that this was a one-time increase without going through the Truth in Taxation process.
Chair Bischoff noted that the Commission was not prepared to approve the tax rates today and this item would be placed on next week's agenda.
