In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; Craig L. Dearden, and Camille T. Cain.

Commissioner Cain moved to approve the consent items; Commissioner Dearden seconded, all voting aye.
E. Action Items:
1. Amendment to Community Development Block Grant Contract for ADA improvements to park campsites - Contract C2005-76
Dennis Richardson, County Engineering, stated that in 2004 a contract for this multi-year project had been received from the State Department of Community Development, a CDBG grant for ADA improvements to park campsites. This amendment provides the additional funding for this year and extends the contract to the end of 2006.
Commissioner Dearden moved to approve Contract C2005-76, Amendment to Community Development Block Grant Contract for ADA improvements to park campsites; Commissioner Cain seconded, all voting aye.
2. Contract by/between Weber County & Lantis Fireworks for a firework display at the Fiesta de las Americas to be held at the Golden Spike Event Center on July 2, 2005 - Contract C2005-77
Jim Harvey, GSEC, outlined the following three contracts related to a Hispanic event that the county will sponsor called Fiesta de las Americas which would be conducted mainly in Spanish. Legal counsel had reviewed the contracts.
Lantis will provide fireworks at the conclusion of the event. This contract is in the amount of $5,000 plus Lantis will receive $1.00/ticket sold up to a total of $5,000 in ticket sales. Commissioner Cain noted that the county had been approached to be involved with this event and that the Hispanic community composed a large segment of Weber County's population. Chair Bischoff indicated that the county had received good response from the community for it.
Commissioner Cain moved to approve Contract C2005-77 by and between Weber County and Lantis Fireworks for a firework display at the Fiesta De Las Americas to be held at the Golden Spike Event Center on July 2, 2005; Commissioner Dearden seconded, all voting aye.
3. Contract by/between Weber County & Party Times for inflatable kids rides at the Fiesta De Las Americas to be held at the Golden Spike Event Center on July 2, 2005 - Contract C2005-78
See above item, E.2. Jim Harvey, GSEC, stated that this contract was in the amount of $825.00. David Wilson, Deputy County Attorney, asked Mr. Harvey why the county was holding Party Times harmless under the contract. Party Times will have its own staff stationed at each of the rides and the contract was approved subject to clarification on this issue. The contract will also be corrected to name Weber County as the other party to the agreement, rather than the county staff who made the arrangements to set it up.
Commissioner Dearden moved to approve Contract C2005-78 by and between Weber County and Party Times for inflatable kids rides at the Fiesta de las Americas to be held at the Golden Spike Event Center on July 2, 2005, subject to clarification regarding the county holding Party Times harmless; Commissioner Cain seconded, all voting aye.
4. Contract by/between Weber County & U.S.A. Utah Amateur Boxing for a Boxing Competition at Fiesta De Las Americas at Golden Spike Event Center on July 2, 2005 - Contract C2005-79
See above item, E.2. Jim Harvey, GSEC, outlined the obligations of the two parties under this contract, which is in the amount of $1,100.00.
Commissioner Cain moved to approve Contract C2005-79 by and between Weber County and U.S.A. Utah Amateur Boxing for a boxing competition at the Fiesta De Las Americas to be held at the Golden Spike Event Center on July 2, 2005; Commissioner Dearden seconded, all voting aye.
F. Public Hearing:
1.Commissioner Cain moved to adjourn the public meeting and convene the public hearing; Commissioner Dearden seconded, all voting aye.
2. Public Hearing on establishing a Special Service District to include all of Weber County, Utah, to be known as the "Weber Area Consolidated Dispatch 911 and Emergency Services District"
Mike Mathieu, Ogden City Fire Chief and chair of the Consolidated Dispatch Center, presented this item and asked for the Commission's support in creating a district for the purpose of funding and governing the 911 consolidated dispatch center.
Prior to the year 2000, three 911 centers had been operating in the county and these were consolidated into one center in order to not duplicate 911 services, personnel and costs. This consolidation improved the operation of emergency services during crisis times, including response times, and specifically in the sharing of records management within the law enforcement community. The nucleus for all records in public safety is within the Dispatch Center. Chief Mathieu said that through legislative efforts it was hoped this 911 service could be operated, funded and governed under a district. Representative Brad Dee had worked to get this legislation passed. Chief Mathieu indicated that a district could better represent the entire area served as a regionally deployed service and remove the competing interests. Representative Dee emphasized that with emergency services there should be no jurisdictional boundaries, and creating this district would better serve all the people of Weber County.
Commissioner Dearden stated that a lot of effort had initially gone into setting up the Dispatch Center and its consolidation was still supported by everyone. He noted that Weber County was generally where the State looked to regarding cooperation in such efforts as this. Chair Bischoff invited public comments and none were offered.
3.Commissioner Dearden moved to adjourn the public hearing and reconvene the public meeting; Commissioner Cain seconded, all voting aye.
4. Action on public hearing: F.2. - establishing a Special Service District
David Wilson, Deputy County Attorney, recapped that on March 29, 2005 the Commission adopted the initial resolution giving notice of its intention to establish a special service district and seeking approval of all the cities within Weber County. All the cities approved the resolution giving the Commission the authority to create the district county-wide, and they also asked that the Commission place this issue on the November ballot, solely regarding the funding mechanism to be implemented. On May 10, 2005 the Commission set this public hearing, which was published. There will now be a 15-day period to take any protests. An item will be placed on the Commission agenda on July 12, 2005 to adopt a resolution creating the district.
Commissioner Dearden said it was hoped that there would be a tax reduction by the cities, which would offset the tax if approved by for the voters for the district. Mr. Wilson said that twelve of the cities indicated directly that they would reduce their tax or budget and two of them did not make their intent clear. Some cities do not impose a property tax and the county left it up to them to draft the language whether they would reduce their budget the equivalent amount of what they would put into the district for the coming budget year. Commissioner Cain said it was clear from the cooperation voiced from the Council of Governments meetings and the fact that every city had signed a resolution that there is community-wide support. If the process moves forward to the ballot in November and the people of Weber County vote no on the issue, the funding process would continue as it currently does and the majority of cities indicated they would like the Commission to dissolve the district at that time. The Commission gave direction to the County Attorney's Office to prepare a resolution for July 12, 2005 to put the district in place.
G. Assign Pledge of Allegiance &Thought of the Day for Tuesday, June 28, 2005
The commissioners pointed out that there would be two very important State-wide meetings at the Capitol next Tuesday morning where Weber County would need to be represented and the time for that Commission meeting would have to be determined later.
