Each Commission meeting is recorded on CD or audio tape, which is available to the public through the County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; Craig L. Dearden. Camille T. Cain was excused.

Commissioner Dearden moved to approve the consent items; Chair Bischoff seconded, both voting aye.
E. Presentation:
Presentation to the Board of County Commissioners of two checks reflecting Weber County's Award of 100% Compliance with the Utah Counties Insurance Pool Premium Credit Program and Risk Management Certification Program
Weber County participates in the Utah Counties Insurance Pool (UCIP). David Wilson, Deputy County Attorney, noted that UCIP offered an insurance credit program, which requires a significant amount of work to qualify and every year Weber County submits that work in hopes of receiving a credit on its insurance. With the work of the Risk Management Committee this year, the county achieved 100% credit in the amount of $25,936. The county also received an additional $500 for participation in the Risk Management Certification Program. Chair Bischoff expressed congratulations to those responsible for meeting the criteria set by UCIP, noting the criteria was quite rigorous but worthwhile because the county received a significant credit on its premiums.

1. contract with Kottage Cupboard Craft Boutique for a Mother's Day Boutique to be held at the Golden Spike Event Center on May 10-13, 2006 - Contract C2005-58
Jennifer Graham, Recreation Facilities Director, briefly presented this standard contract.
Commissioner Dearden moved to approve Contract C2005-58 by and between Weber County and Kottage Cupboard Craft Boutique for a Mother's Day Boutique to be held at the Golden Spike Event Center on May 10-13, 2006; Chair Bischoff seconded, both voting aye.
2. contract with Kottage Cupboard Craft Boutique for a Corn Stalks and Pumpkins Boutique to be held at the Golden Spike Event Center on October 4-7, 2006 - Contract C2005-59

Commissioner Dearden moved to approve Contract C2005-59 by and between Weber County and the Kottage Cupboard Craft Boutique for a Corn Stalks and Pumpkins Boutique to be held at the Golden Spike Event Center on October 4-7, 2006; Chair Bischoff seconded, both voting aye.
3. Contract with Kottage Cupboard Craft Boutique for a Candy Cane Lane Boutique to be held at the Golden Spike Event Center on November 11-14, 2006 - Contract C2005-60

Commissioner Dearden moved to approve Contract C2005-60 by and between Weber County and the Kottage Cupboard Craft Boutique for a Candy Cane Lane Boutique to be held at the Golden Spike Event Center on November 11-14, 2006; Chair Bischoff seconded, both voting aye.
4. Request for acceptance of the following tax relief applications for the year 2004:
a) 23-089-0003 (Bartley Richardson)
b) 08-158-0002 (Marian Farrett)
c) 09-271-0017 (Randy Wolf)
Margarit Nersisian, Clerk/Auditor's Office, stated that under new 2005 legislation if a veteran's application is received by the county for a prior year it must be accepted. Ms. Nersisian said, however, that these three applications did not qualify under the statutory criteria. The Tax Review Committee heard these three items and recommended denying them. Ms. Nersisian outlined each request and stated that letters had been sent to inform the petitioners of today's meeting.
a) Chair Bischoff asked if Mr. Richardson or a representative was present to speak to this item but no one was. Chair Bischoff noted that Mr. Richardson's application indicated he had been given wrong information when he approached the county–that he had been told he could only apply for one property. Mr. Richardson felt that the county staff who gave him that information must have thought he was applying for the circuit breaker. Ms. Nersisian said that if it was a county error, Mr. Richardson would qualify, however, he had received the exemption on the primary residence and was aware of the program.
Commissioner Dearden moved to accept the application by Bartley Richardson, LSN 23-089-0003, for 2004 tax relief as discussed; Chair Bischoff seconded, both voting aye.
b) Chair Bischoff asked if the petitioner was present but she was not. The petitioner indicated on her application that she had not been aware of the tax relief program until 2005 and wanted to apply for 2004. However, it did not qualify for acceptance of the application.
Commissioner Dearden moved to deny the application by Marian Farrett, LSN 08-158-0002, for 2004 tax relief as discussed; Chair Bischoff seconded, both voting aye.
c) This 40% disabled veteran filed an application in 2000, 2001 and 2002 but did not file in 2003 and 2004. Ms. Nersisian said this application did not qualify for acceptance of tax relief. The petitioner indicated on his application that he had not received the tax relief form and Chair Bischoff asked if the county mailed those out to everyone. Ms. Nersisian said that after a petitioner files the first year, the Clerk's Office mails the preprinted forms to everyone annually thereafter.
Commissioner Dearden moved to deny the application by Randy Wolf, LSN 09-271-0017, for 2004 tax relief as discussed; Chair Bischoff seconded, both voting aye. 5. Request for approval of the following Tax Sale extensions:

Margarit Nersisian, Clerk/Auditor's Office, outlined the circumstances for each request, stating that all the listed taxpayers had signed agreements to make monthly payments in order to pay off the taxes by November 2005. This was the first time for the extension requests with the exception of the last one, LSN 19-108-0001, for which it is the second year request on the primary residence. The Hansens are in the process of refinancing the property and need some time to accomplish this. This item was heard by the Tax Review Committee, which recommended accepting the tax sale extension requests.
Commissioner Dearden moved to approve the following tax sale extensions: LSNs 02-019-0016; 02-031-0027; 11-079-0006; 12-052-0030; 12-146-0026; 13-009-0011; 18-059-0039; 19-108-0001; Chair Bischoff seconded, both voting aye.
6. Contract by and between Weber County and Snowbasin Ski Resort for a Versadex 2005 Users Conference Banquet to be held September 16, 2005 - Contract C2005-61
Patsy Winchester, Sheriff's Office, presented this contract with Snowbasin for a banquet being held for the Versadex 2005 Users Conference. The cost will be paid out of the conference fees.
Commissioner Dearden moved to approve Contract C2005-61 by and between Weber County and Snowbasin Ski Resort for a Versadex 2005 Users Conference Banquet to be held September 16, 2005; Chair Bischoff seconded, both voting aye.
7. Approve the following Retirement Agreements:
Mary Allen (Library) - Contract C2005-62
Richard Badger (Operations) - Contract C2005-63
David Wilson, Deputy County Attorney, presented these two retirement agreements stating that Ms. Allen's contract was effective May 31, 2005 and Mr. Badger's June 15, 2005.
Commissioner Dearden moved to approve following Retirement Agreements: Mary Allen - Contract C2005-62 and Richard Badger - Contract C2005-63; Chair Bischoff seconded, both voting aye.
8. Approve a policy of Weber County governing the establishments of Bank Accounts for County Business - Policy 7.3
Alan McEwan, County Internal Auditor, outlined this policy, stating that establishment of bank accounts would now require approval of the County Commission during a public meeting. This policy also changes signatories on the bank accounts. Mr. McEwan addressed the commissioners' questions. He noted that previously there was no policy for establishing bank accounts and the process had been handled through the Treasurer's Office.
Commissioner Dearden moved to approve Policy 7.3 governing the establishments of bank accounts for County business; Chair Bischoff seconded, both voting aye.
9. Contract by and between Weber County and Lanier for lease of a new copy machine at the USU Extension - Contract C2005-64
Dan Olsen, County Comptroller, stated that this contract was for a 3-year lease on a new copy machine with an interest rate of 10.8%. The Utah State University had agreed to contribute about $3,200 towards the first year payments. This item was budgeted for during the budget process.
Commissioner Dearden moved to approve Contract C2005-64 by and between Weber County and Lanier for lease of a new copy machine at the USU Extension; Chair Bischoff seconded, both voting aye.
