In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Kenneth A. Bischoff, Chair; and Craig L. Dearden. Camille T. Cain was excused.
Others Present: Linda G. Lunceford, Clerk/Auditor; David C. Wilson, Deputy County Attorney; and Fátima Blackford, Clerk/Auditor's Office, who took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $4,972,792.48
2. Warrants #197348 - #197563 in the amount of $2,062,665.09
3. Minutes for the regular Commission Meeting held January 11, 2005
4. Set public hearing date for February 8, 2005, 6 p.m.,on Zoning Petition ZP #14-2003 by Capital Assets Financial Services requesting the General Plan for western part of County be revisited to allow higher density zoning & to amend the zoning map by rezoning property at approximately 3900 W. 1800 S.
5. Set public hearing date for February 8, 2005, 6 p.m., on Zoning Petition ZP #06-2002 by Daniel Favero, Paul Favero, & Edward Favero to amend zoning map by rezoning property at approximately 2200 S. 4300 W.
Commissioner Dearden moved to approve the consent items; Chair Bischoff seconded, both voting aye.
E. Action Items:
1. Approval of contract by and between the Weber County Ice Sheet and Versadex - Weber/Ogden Consortium for a Time Lease Agreement on September 14, 2005 - Contract C2005-5
Weber County Sheriff Brad Slater stated that the computer-aided dispatch and records management system vendor, Versadex, held a users conference annually and this year Weber County was hosting it in Ogden. This conference will have positive economic impact because attendees will come to Weber County from throughout the U.S. and Canada for a few days. Patsy Winchester, Sheriff's Office, said that there would be a curling event held at the Ice Sheet. The registration fees will pay for the costs of these contracts and will not come out of the Sheriff's budget, with the exception that the cost for this contract will be shared by all those who participate at the Ice Sheet.
Commissioner Dearden moved to approve Contract C2005-5 by and between the Weber County Ice Sheet and Versadex for the Weber/Ogden Consortium for a Time Lease Agreement on September 14, 2005; Chair Bischoff seconded, both voting aye.
2. Approval of contract by/between Versadex - Weber/Ogden Consortium & Hampton Inn & Suites for Versadex Conference to held September 13-September 18, 2005 - Contract C2005-6
See related item E.1. above. Patsy Winchester, Weber County Sheriff's Office, stated that this contract was to reserve the hotel for the conference. The cost will be covered through the registration fees.
Commissioner Dearden moved to approve Contract C2005-6 by and between Versadex - Weber/Ogden Consortium and the Hampton Inn & Suites for the Versadex Conference to be held September 13, 2005 - September 18, 2005; Chair Bischoff seconded, both voting aye.
3. Request for approval of contract by/between Versadex - Weber/Ogden Consortium & the Ogden Eccles Conference Center for room rental & food service for the Versadex Conference to be held September 13-September 16, 2005 - Contract C2005-7
See related item E.1. above. Weber County Sheriff Brad Slater noted that this conference would be held at the Ogden Eccles Conference Center. Chair Bischoff asked how many were estimated to participate in the conference and Ms. Winchester believed it would be about 250 people. The contract amount is estimated to be at least $37,230, which is to come out of the registration fees.
Commissioner Dearden moved to approve Contract C2005-7 by and between Versadex - Weber/Ogden Consortium and the Ogden Eccles Conference Center for room rental and food service for the Versadex Conference to be held September 13 - September 16, 2005; Chair Bischoff seconded, both voting aye.
4. Final subdivision approval for Powder 11 at Powder Mountain, consisting of seven lots including a financial guarantee for improvements, in the amount of $52,221.40. Five of the seven lots will be restricted lots
Kevin Hamilton, County Planning Department, stated that this subdivision was located towards the end of Powder Mountain Road. It is for seven lots, five of which are restricted lots, thus requiring the petitioner to go through the Hillside Review Board, due to the steepness of the hill, prior to construction of the homes on the property. The Planning Commission unanimously recommended approval of this item. Chair Bischoff asked if the County Commission needed to address any of the restricted lots and Mr. Hamilton and said that they did not. He explained the review process.
Commissioner Dearden moved to grant final subdivision approval for Powder 11 at Powder Mountain, consisting of seven lots including a financial guarantee for improvements in the amount of $52,221.40; Chair Bischoff seconded, both voting aye.
