Resolution of Board of Commissioners of Weber County Honoring Homer & Phidia Cutrubus on their 40th Anniversary of doing business in Weber & Davis Counties, also recognizing their continuing contributions to the culture & success of the community

2. Approval of contract C2004-130 by/between Weber County & Utah Youth Rodeo to hold Utah Youth Rodeo Series for Weber County-based kids ages 2-14 on following dates: October 12, 2004; November 16, 2004; December 14, 2004; January 11, 2005; February 8, 2005; March 15, 2005;April 12, 2005; May 17, 2005; June 14, 2005; July 12, 2005

Commissioner Burton moved to approve Contract C2004-130, by and between Weber County and Utah Youth Rodeo to hold the Utah Youth Rodeo Series for Weber County-based kids ages 2-14 on the following dates: October 12, 2004; November 16, 2004; December 14, 2004; January 11, 2005; February 08, 2005 March 15, 2005; April 12, 2005; May 17, 2005; June 14, 2005; July 12, 2005; Commissioner Bischoff seconded, all voting aye.
3. Approval of contracts C2004-131, C2004-132, C2004-133 & C2004-134 by/ between Weber County & IMPRA Rodeo for Inter-Mountain Pro Rodeo Association ‘04 -‘05 Winter Rodeo Series to be held on the following dates: November 19-November 20, 2004; January 28-January 29, 2005; February 18-February 19, 2005; March 25-March 26, 2005

Commissioner Burton moved to approve Contracts C2004-131, C2004-132, C2004-133 and C2004-134 by and between Weber County and the IMPRA Rodeo for the Inter-Mountain Pro Rodeo Association ‘04 -‘05 Winter Rodeo Series to be held on the following dates: November 19-November 20, 2004; January 28-January 29, 2005; February 18-February 19, 2005; and March 25-March 26, 2005; Commissioner Bischoff seconded, all voting aye.
4. Approval of Contracts C2004-135A &C2004-135B, by/between Weber County & Stirrin' Dirt LLC for indoor demolition derbies on December 11, 2004 & January 22, 2005
Jim Harvey, GSEC, gave a brief overview of this standard contract, which is contracted at regular rates. Mr. Harvey outlined the process in place to monitor carbon monoxide. David Wilson, Deputy County Attorney, asked if the issue of overcrowding (and perhaps using ticket sales) had been dealt with. Mr. Harvey said that there were 6,000 seats for this indoor event and last year there were about 1,800 in attendance and even if that number was doubled, which was optimistic, it was still only about half capacity. He did not feel it was a concern at this time.
Commissioner Bischoff moved to approve Contract C2004-135A,& C2004-135B, by and between Weber County and Stirrin' Dirt LLC for Indoor Demolition Derbies to be held on December 11, 2004 and January 22, 2005; Commissioner Burton seconded, all voting aye.
5. Approval of contract C2004-136 by/between Weber County &Layton High School for the Layton High School Thanksgiving Dance on November 22 - November 23, 2004

6. Approval of a contract C2004-137 by & between Weber County and Beth Anderson for the Clinton Anderson "Walk About Tour" for the dates of June 30, 2005 - June 31, 2005

7. Approval of a road dedication plat along 3500 West
Kevin Hamilton, County Planning Department, stated that a property owner had requested that his half of the road in front of his property be dedicated for road purposes. Mr. Hamilton recommended approval. The County Surveyor's Office prepared the plat for this property located between 1400 and 1800 South on 3500 West.
Commissioner Burton moved to approve a road dedication plat along 3500 West; Commissioner Bischoff seconded, all voting aye.
8. Approval of contract C2004-138 by/between Weber County & City Creek Construction and Development for ADA compliant improvements for County Parks
Dennis Richardson, County Engineering, stated that this contract had been awarded three weeks ago and City Creek had provided the insurance and bonding. The total contract amount is $94,981.92. Commissioner Burton asked if City Creek would be able to do the asphalting now with the onset of winter weather and Mr. Richardson explained that they had 90 days and would do as much as they could now at Fort Buenaventura and complete the project in the Spring. The contract had been reviewed by legal counsel.
Commissioner Bischoff moved to approve contract C2004-138 by and between Weber County and City Creek Construction and Development for ADA compliant improvements for Weber County Parks; Commissioner Burton seconded, all voting aye.
9. Approval of Notice to Proceed for City Creek Construction and Development to proceed on ADA compliant improvements for Weber County Parks Project
Dennis Richardson, County Engineering, stated that this was a follow up to contract C2004-138 in the above item and notified City Creek when they could start the work–on or before November 22, 2004. The date of completion of all work is February 13, 2005, however, extension of this date is possible due to weather- related work suspension.
Commissioner Burton moved to approve the Notice to Proceed for City Creek Construction and Development to proceed on ADA compliant improvements for Weber County Parks Project; Commissioner Bischoff seconded, all voting aye.
G. Public Hearing
Commissioner Burton moved to adjourn the public meeting and convene a public hearing; Commissioner Bischoff seconded, all voting aye. 1.
2. Public hearing to consider approval and adoption of the Moderate Income Housing Element of Ogden Valley and West Central General Plans
Jim Gentry, County Planning Department, stated that this was Weber County's moderate income housing plan as directed by State law that all counties and cities draft. He said that this plan followed State guidelines and Chris Allred, Deputy County Attorney, had reviewed it. Mr. Gentry asked that the Commission take public comments but to table any action until he had an opportunity to review the calculations on the percentage of growth for the Ogden Valley and the lower valley with one of his staff. He noted that this figure did not affect the plan. He said that Section 5 of this plan did show a need for moderate income housing and Section 8 addressed the methods to encourage and enable the moderate income housing. Resolutions will be drafted to amend the General Plans.
Commissioner Bischoff asked how this plan could be implemented in the Ogden Valley and Mr. Gentry said that his department was looking at accessory apartments within single family dwellings, increasing the bonus densities for clusters and P.R.U.D.s for the moderate income, etc. Chair Cain said they needed to look at an average cost of an acre in the Ogden Valley and determine how many units would have to be put on the property in order for it to rank as moderate income. Commissioner Burton asked how to factor in the septic tank issue with higher densities–would they use a common drain field or hook into a sewer system and Mr. Gentry said that they would use those methods. He said that with accessory apartments, septic systems could be enlarged if the number of bedrooms and bathrooms were limited. Chair Cain invited public comments and none were offered.
Commissioner Bischoff moved to adjourn the public hearing and reconvene the public meeting; Commissioner Burton seconded, all voting aye. 3.
4. Action on public hearing to consider approval & adoption of the Moderate Income Housing Element of Ogden Valley and West Central General Plan
No action was taken at this time. This item will be put back on the agenda at a later time.
