In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Commissioners Present: Commissioner Camille T. Cain, Chair, Commissioner Glen H. Burton and Commissioner Kenneth A. Bischoff.

Commissioner Bischoff moved to approve the consent items; Commissioner Burton seconded, all voting aye.
E. Action Items:
1. Proclamation of the Board of Commissioners of Weber County Proclaiming the fourth Monday of every September as Family Day - A Day to Eat Dinner With Your Children to be held on September 27, 2004
The National Center on Addiction and Substance Abuse had requested support with “Family Day” an initiative to help reduce substance abuse among youth throughout the United States. Research has consistently shown that the more often children eat dinner with their parents the less likely they are to use illegal drugs. Commissioner Bischoff read the proclamation.
Commissioner Burton moved to proclaim the fourth Monday of every September as Family Day - a Day to Eat Dinner With Your Children to be held on September 27, 2004; Commissioner Bischoff seconded, all voting aye.
2. Contract by/between Weber County & White Stallion Productions for the Royal Lapazzaner Stallion Show to be held September 19, 2004 at Golden Spike Event Center - Contract C2004-101

3. Contract by/between Weber County and Jo Anne Perucca/Acorn Productions for the Acorn Antique Show to be held November 4 - 6, 2004 at the Golden Spike Event Center - Contract C2004-102

6. Contract by and between Weber County and Meticulous Detail for the Fall Fest Car Show & Concert to be held October 2, 2004 at the Golden Spike Event Center - Contract C2004-105

7. Request to ratify a contract by/between Weber County & Mr. Rigo Sanchez for the Hispanic Horse Race held 7/28/2004 at Golden Spike Event Center - Contract C2004-106

Commissioner Bischoff moved to ratify Contract C2004-106 by and between Weber County and Rigo Sanchez for the Hispanic Horse Race held on July 28, 2004 at the Golden Spike Event Center; Commissioner Burton seconded, all voting aye.
8. Appointment of Buck Froerer to the Career Service Council
David Wilson, Deputy County Attorney, stated that there was a vacancy in this Council because one member moved out of the county and Mr. Froerer, who had served on the Council previously, was willing to fulfill that unexpired term. Mr. Wilson indicated that this was a 3-member council, and according to Code, terms were from July 1 through June 30 for a 3-year period.
Commissioner Burton moved to appoint Buck Froerer to the Career Service Council to fulfill an unexpired term; Commissioner Bischoff seconded, all voting aye.F. Public Hearing:

2. Public hearing to open the 2004 Weber County Budget for adjustments, including changes to the salaries of the county’s elected officials
Dan Olsen, County Comptroller, gave a presentation showing a summary by fund of budget changes. The net change to the General Fund totaled $(281,767). The major adjustments included: (a) an adjustment to the elected officials and department heads’ salaries totaling about $28,500. When the 2004 budget was adopted, elected officials did not receive the 2% merit increase because of revenues uncertainty at that time. Revenues have come in better than anticipated. There is also an adjustment to the vehicle allowance. Currently, elected officials receive a $450 vehicle allowance and this is being adjusted to $500/month due to gas price increases. (b) an adjustment to the Public Defenders Association which asked for an increase of $15,000 to cover costs for a second judge at the Second District Court, (c) a $60,000 increase to the Information Technology Department for installation of a wireless communication system for the Sheriff’s Office, (d) $16,546 adjustment to Assessor’s budget for digital imaging, (e) adjustment of $18,716 to the Surveyor for a scanner/plotter, (6) $44,000 was taken from the Tourism Fund for asphalt projects at the Golden Spike and (f) adjustment at the Transfer Station of $275,000 for a bulldozer.
Mr. Olsen noted that the Sheriff and Jail’s budgets had large increases in both revenues and expenditures. They received a lot of grant money from the State, mostly related to homeland security. The revenue estimates were increased by $60,000 in the Roads Department because some cities requested additional work. A dump truck was purchased for this department for $110,000. An excavator was purchased for Storm Water Management for $118,000. Commissioner Burton said that with last year’s economy down turn the elected officials and department heads’ had been very supportive regarding not receiving the 2% increase like the remaining employees did. He said the projections were better now and it was only fair to give it to them. He addressed the county fleet program stating that for a long time the county had been purchasing the vehicles, using them for a year and then selling them. The Commission began reviewing the county’s fleet program about three years ago because changes in the market rendered it unprofitable. The commissioners and some department heads will receive $500/month reimbursement for use of their personal vehicles. Some departments will continue to use fleet vehicles (i.e., Surveyor, Assessor) but the fleet program will be downsized considerably and will save taxpayers money. Chair Cain invited public comments and none were offered.
3. Commissioner Bischoff moved to adjourn the public hearing and reconvene the public meeting; Commissioner Burton seconded, all voting aye.
Because language to take action on the public hearing had been omitted from this agenda, action will be taken next week.
G. Assign Pledge of Allegiance &Thought of the Day for Tuesday, September 7, 2004 at 10 a.m.
