MINUTESOF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, May 4, 2004 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
Each Commission meeting is recorded on CD or audio tape, which is available to the public through the County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Commissioner Glen H. Burton, Vice Chair, and Commissioner Kenneth A. Bischoff. Commissioner Camille T. Cain, Chair, was excused.
Others Present: Linda G. Lunceford, Clerk/Auditor; David C. Wilson, Deputy County Attorney. Fátima Blackford, Clerk/Auditor's Office, took minutes.
A. Welcome by Commissioner Burton.
B. Pledge of Allegiance was conducted by Linda Lunceford.
C. Thought of the Day was offered by Commissioner Bischoff.
D. Consent Items:
1. Purchase Orders in the amount of $78,385.95
2. Warrants #187866 - #188090 in the amount of $485,152.36, less warrant #188063 in the amount of $75.00 (to be voided)
3. Minutes of Regular Commission Meeting held on April 27, 2004
Commissioner Bischoff moved to approve the consent items; Commissioner Burton seconded, both voting aye.
E. Action Items:
1. Request for approval of 2004 Weber County Exempt Organizations
Margarit Nersisian, Clerk/Auditor's Office, presented a list of the 2004 Weber County exempt properties, including a summary of the different categories of exempt properties. She addressed the commissioners questions, including when the review process was conducted on these organizations.
Commissioner Bischoff moved to approve the 2004 Weber County exempt organizations; Commissioner Burton seconded, both voting aye.
2. Appointment of seven (7) members to the Ogden Valley Township Planning District; and seven (7) members to the Western Weber County Planning District
Jim Gentry, County Planning Department, presented the request to appoint members to the newly formed Ogden Valley Township Planning District and the Western Weber County Township Planning District and referred to copies of the applications received before the commissioners. These vacancies were advertised in the newspaper. Mr. Gentry stated that the terms needed to be set today and that appointees were to be chosen from geographical areas per the county's ordinance.
Commissioner Bischoff moved to appoint the following members to the Ogden Valley Township Planning District: Steve Young (Liberty/Nordic area) to serve 4 years; Roger Richins (Liberty/Nordic area) to serve 4 years; Verl Creager (Eden) to serve 3 years; Sharon Holmstrom (Eden) to serve 3 years; Keith Rounkles (Ogden Canyon) to serve 2 years; Louis Cooper (Huntsville) to serve 2 years; and Gregory Graves (Huntsville) to serve 1 year; Commissioner Burton seconded, both voting aye.
Commissioner Bischoff moved to appoint the following members to the Western Weber County Planning District: Bruce Nilson (Uintah bench),to serve 4 years; Tena Campbell (Uintah bench) to serve 4 years; Bruce Ferre (Taylor) to serve 3 years; Rebecca Messerly (West Weber) to serve 3 years; Doug Hansen (West Weber) to serve 2 years; Wayne Andreotti (Warren) to serve 2 years; and Ann Meibos (Reese) to serve 1 year; Commissioner Burton seconded, both voting aye.
3. First Amendment to the Weber/Morgan Health Services Complex Purchase/Sale and Development Agreement - Contract C2004-49
Gary Laird, County Operations Department Director, noted that an agreement had been approved with Woodbury Corporation, the project developer, to tear down the former Standard Examiner building and construct an approximately 40,000 square foot office complex for the Weber Morgan Health Department. Mr. Laird said that since receiving the initial budget for the project steel prices had risen about 40% and initial bids had come in almost $900,000 over what had been anticipated. Additionally, to accommodate staff, the building was approximately 42,550 sq. ft. He said that through value engineering they had been able to deduct some items from the final budget with Big D Construction amounting to $279,572.50. Mr. Laird asked that the budget he presented be used as the "not to exceed" budget and said they would continue value engineering efforts throughout the project. He stated that the amended budget amount for this project was currently $5,966,316.12. Mr. Laird addressed the commissioners' questions, including that there was a contingency clause written into the contract, which currently was in the amount of $90,000. The scheduled date for project completion is December 15.

4. Contract by and between Weber County and Discovery, The Traveling Science Center, to provide a science center at the 2004 Weber County Fair - Contract C2004-50
Jan Wilson, Weber County Fair, outlined this standard contract in the amount of $3,675.

5. Contract by and between Weber County and Big Cats Safari, to provide the "Big Cats Safari Show" at the 2004 Weber County Fair - Contract C2004-51
Jan Wilson, Weber County Fair, outlined this standard contract in the amount of $2,800.

G. Public Comments/Other Comments:
David Wilson, Deputy County Attorney, stated that Reed Richards, Deputy County Attorney, had contacted him on the Pineview Ordinance, that apparently the Forest Service wished to come next week and ask for some restrictions on alcohol. Mr. Wilson asked if the Commission desired to set this item for the upcoming evening Commission meeting to give the public an opportunity to comment.
