In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.
Commissioners Present: Chair Kenneth A. Bischoff and Commissioner Camille T. Cain. Commissioner Glen H. Burton was excused.
Others Present: Linda G. Lunceford, Clerk/Auditor; David C. Wilson, Deputy County Attorney. Fátima Blackford, Clerk/Auditor’s Office, took minutes.
A. Welcome by Chair Bischoff.
B. Pledge of Allegiance was conducted by David Wilson.
C. Thought of the Day was offered by Chair Bischoff.
D. Consent Items:
1. Purchase Orders in the amount of $85,560.48.
2. Warrants #182102 - #182296 in the amount of $792,340.63.
3. Minutes of regular Commission meeting held on November 4, 2003.
Commissioner Cain moved to approve the consent items; Chair Bischoff seconded, both voting aye .
E. Action Items:
1. Request for approval of lot line adjustment for lot 30 of Eden Hills Subdivision No. 3 to add 2.2 acres on the south side of the lot
Kevin Hamilton, Planning Department, showed an area map. The Planning Commission had recommended approval with the condition that there be a no-access easement for River Drive because the Subdivision Ordinance does not allow lots to have frontage on two roads.
Commissioner Cain moved to grant approval of the lot line adjustment for lot 30 of Eden Hills Subdivision No. 3 to add 2.2 acres on the south side of the lot with a no-access easement on River Drive; Chair Bischoff seconded, both voting aye. 2. Contracts by and between Weber County and Acorn Productions/Joanne Perucca for the following events:
a. Acorn Antique Show to be held February 21-22, 2004 at the GSEC - Contract C2003-176
b. Acorn Antique Show to be held November 6-7, 2004 at the GSEC - Contract C2003-177Jim Harvey, GSEC, gave a brief overview of these standards contracts.
Commissioner Cain moved to approve Contract C2003-176 and Contract C2003-177 by and between Weber County and Acorn Productions/Joanne Perucca for Acorn Antique Shows to be held February 21-22 and November 6-7, 2004 at the GSEC; Chair Bischoff seconded, both voting aye.
3. Contracts by and between Weber County and the Teton Rodeo Company for the following events:
a. “Hell on Hooves” bull riding performance on November 14-15, 2003 at GSEC - Contract C2003-178
b. “Hell on Hooves” Dance to be held November 15, 2003 at the GSEC following the bull riding event - Contract C2003-179
Jim Harvey, GSEC, gave a brief overview of these standard contracts.
Commissioner Cain moved to approve Contract C2003-178 and Contract C2003-179 by and between Weber County and the Teton Rodeo Company for “Hell on Hooves” bull riding performance to be held November 14-15, 2003 and “Hell on Hooves” dance to be held November 15, 2003 at the GSEC following the bull riding event; Chair Bischoff seconded, both voting aye.
F. Public Comments:
Mr. Kartchner had approached the County Commission a few times (3/6/01, 6/19/01, 5/27/03, 7/29/03, 8/26/03) regarding the grievous condition of his neighbor, Donald Baker’s junk-strewn property, having pigs close to the Kartchner’s bedroom, etc. Mr. Kartchner has been trying to get this neighbor to clean it up for over 20 years and has taken the matter to court a few times with no positive action on Mr. Baker’s part. David Wilson, Deputy County Attorney, gave an update on the Kartchner/Baker matter today. Last Friday morning the County Sheriff’s Office, accompanied by the County Operations Department, went to the property to clean it up pursuant to the court order that had been issued by Judge Jones. However, Mr. Baker had blocked the gate with two vehicles. County staff tried unsuccessfully for 20 minutes to reason with him, requesting that he move those vehicles. The matter will go back to court (November 14 or 15) and the county will ask the judge to add the cost incurred in going out there and for preparations to clean it up. This morning the County Attorney’s Office received copies of letters from Mr. Baker pleading with the judge, indicating that he had not understood the process and that the heavy hand of government was resting upon him. The letter indicated the property was up for sale and Mr. Baker promised he would take with him every piece of equipment and/or whatever the county deemed junk if the property sold. Mr. Wilson said that apparently Mr. Baker had his LDS ward help clean up the property on Saturday and Iris Hennon, the county’s junk ordinance enforcer, will visit the property to see if anything has changed.
