In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.

Commissioners Present: Chair Kenneth A. Bischoff and Commissioner Glen H. Burton. Commissioner Camille T. Cain was excused.

- Tax Review Committee Recommendation Regarding a Request for "Adjustment" Due to
Erroneous Assessment on LSN 15-046-0037
Douglas Larsen, Assessor's Office, stated that this parcel had been erroneously assessed as having .65 acres in 2001and 2002 but the correct assessment should have been .01 acres. The taxes had not been paid on this parcel. The Tax Review Committee recommended that an adjustment be made.
Commissioner Burton moved to approve the Tax Review Committee's recommendation regarding the request for adjustment due to erroneous assessment on LSN 15-046-0037; Chair Bischoff seconded, both voting aye.
- Tax Review Committee Recommendation Regarding a Request for Refund Due to Erroneous
Assessment on LSN 13-112-0014
Douglas Larsen, Assessor's Office, stated that, due to a clerical error in the Assessor's Office, the 2002 assessment of the improvement on this parcel had been incorrect. The correct square footage is 2,779 instead of 3,178. The Tax Review Committee unanimously recommended a refund of $322.07.
Commissioner Burton moved to approve the Tax Review Committee's recommendation regarding the request for refund due to erroneous assessment on LSN 13-112-0014; Chair Bischoff seconded, both voting aye.

Chair Bischoff stated that the Advisory Board had discussed their desire to expand membership from the current six members to 10. Current legislation allows up to 11 members.
Commissioner Burton moved to appointment Scott Lunt, Sandy Havas, Todd Ferrario and Mike Caldwell to the Tourism Tax Advisory Board; Chair Bischoff seconded, both voting aye.
- Ordinance Amending Chapter One of Title Six of the Weber County Ordinances Relating to
Meetings of the Board of County Commissioners - Ordinance 2003-5
David Wilson, Deputy County Attorney, gave an overview of the amendments to this Ordinance: 6-1-8 provides that any person may broadcast, photograph or record a meeting required by this ordinance to be open, provided that it does not interrupt the deliberations of the Board and that it does not unduly obscure the view or the opportunity for those present to be heard; 6-1-9 indicates that no member of the public shall speak unless recognized by the Chair/Acting Chair of the Commission meeting; 6-1-10, states that any person, firm or corporation violating any provision of this ordinance will be guilty of a Class B misdemeanor and be fined not less than $50 nor more than $500.
Commissioner Burton moved to adopt Ordinance 2003-5 amending Chapter one of Title Six of the Weber County Ordinances relating to meetings of the Board of County Commissioners; Chair Bischoff seconded.
