- Resolution Approving Interlocal Agreement Between Weber County and the U.S. Forest Service,
Intermountain Region, for Phase 2 of the Pineview Reservoir Boundary Project - Resolution 18-
2003, Contract C2003-56
Martin Moore, County Surveyor, stated that this was for the second phase of the Pineview Reservoir boundary project which is for Weber County to locate and identify the boundary around the reservoir between private property and National Forest System Lands. The Forest Service will pay the county up to $30,000 this year for this service.
Commissioner Cain moved to adopt Resolution 18-2003 approving Interlocal Agreement C2003-56 by and between Weber County and the U.S. Forest Service, Intermountain Region, for phase 2 of the Pineview Reservoir boundary project; Commissioner Burton seconded.

- Setting Public Hearing Date of April 15, 2003 at 10:00 a.m. for an Amendment to Weber County
Zoning Ordinance, Chapter 18C, Ogden Valley Architectural, Landscape and Screening
Ordinance to Include Landscaping Requirements for Bed and Breakfast Inns
Craig Barker, County Planning Department Director, presented this item. Currently, the landscaping requirements in the Ogden Valley only apply to commercial, industrial and multi-family dwellings, exempting other uses. This proposed amendment will allow the county to review the landscaping and architectural standards for bed and breakfast inns in the Ogden Valley. There were three types of bed and breakfast facilities: bed and breakfast dwelling, bed and breakfast inn and bed and breakfast hotel. Commissioner Cain recommended reviewing the county's landscaping requirements from the water conservation perspective. Some concerns had been raised by area commercial land owners about the percentage of turf required.
Commissioner Cain moved to set date of April 15, 2003 at 10:00 a.m. for a public hearing for an amendment to Chapter 18C, Ogden Valley Architectural, Landscape and Screening Ordinance of the Weber County Zoning Ordinance to include landscaping requirements for Bed and Breakfast Inns; Commissioner Burton seconded, all voting aye.
- Final Subdivision Approval of J.D.R. Homes Subdivision Consisting of 2 Lots at 5697 E.
Snowbasin Road, Including a Financial Guarantee in the Amount of $10,000 for Re-vegetation
and Erosion Control
Kevin Hamilton, County Planning Department, showed an area map. The petitioner was granted a variance by the Board of Adjustments for access to lot 1 other than frontage because it would have been very steep. Access to lot 1 will be by a private drive through lot 2. Whereas the terrain is very steep, there is potential for some erosion and the financial guarantee is to provide for erosion control. The East Huntsville Township Planning Commission unanimously recommended approval of this item.
Commissioner Burton moved to grant final subdivision approval of J.D.R. Homes Subdivision consisting of 2 lots located at 5697 E. Snowbasin Road, including a financial guarantee in the amount of $10,000. for re-vegetation and erosion control; Commissioner Cain seconded, all voting aye.
- Agreement by and Between Weber County and Cory Combe for Construction of a Portion of
Skyline Drive - Contract C2003-57
Curtis Christensen, County Engineer, stated that the county had previously agreed to provide for the construction of a portion of Skyline Drive in the unincorporated area adjacent to the Lucero Subdivision. This portion would extend from Wasatch Dr. near the Chevron gas station near Highway 89 and connect it to the existing Skyline Dr. about 1-2 blocks east. Portions of this area are in South Ogden City where a subdivision was put in recently and the county is contracting with that developer, Cory Combe, to build this portion of Skyline so that the whole project will be completed as one unit. Mr. Christensen addressed Commissioner Cain's questions stating that the South Ogden portion was the standard width of right-of-way. The estimated cost to the county is $66,165. An agreement with Mr. Lucero will follow.
Commissioner Burton moved to approve Contract C2003-57, Agreement by and between Weber County and Cory Combe for construction of a portion of Skyline Drive; Commissioner Cain seconded, all voting aye.
- Public Safety Severance Agreement by and Between Weber County and Stephen Francis -
Contract C2003-58
Commissioner Burton moved to approve Contract C2003-58, Public Safety Severance Agreement by and between Weber County and Stephen Francis; Commissioner Cain seconded, all voting aye. Weber County Sheriff Brad Slater presented this voluntary severance window for public safety employees who wish to retire prior to their eligibility for retirement. The total compensation is in the amount of $6,252.05.

Commissioner Cain moved to approve Contract C2003-59, Public Safety Severance Agreement by and between Weber County and Richard A. Watson; Commissioner Burton seconded, all voting aye.

- Public Hearing to Vacate Utility Easement Along the Rear Property Line of Lot 78, Elkhorn
Subdivision, Phase 4
Kevin Hamilton, County Planning Department, stated that this item was part of the process for amending lot 78 of Elkhorn Subdivision, phase 4. Previously lot 78 was about 130 ft. deep and the petitioner was adding about another 65 ft. to the rear of the subdivision. In so doing, the easement that runs across the rear of the property was being vacated and an easement will be placed at the rear of the new lot. Mr. Hamilton stated that the Planning Department had received letters from the various utility companies indicating they did not have any utilities in the current easement. Chair Bischoff invited public comments and none were offered.

Commissioner Cain moved to adopt Ordinance 2003-3 to vacate the rear utility easement on lot 78 of Elkhorn Subdivision Phase 4; Commissioner Burton seconded.
