Commissioners Present: Chair Glen H. Burton and Commissioner Kenneth A. Bischoff. Commissioner Camille T. Cain was excused.

- Award Presentation from Utah Nonpoint Source Task Force for Outstanding Effort in
Coordinating Water Quality Management & Education Issues in Weber County to Dr. George
Burbidge
Nancy Mesner, Dept. of Aquatic, Watershed and Earth Resources, USU, outlined some focal points of the Utah Nonpoint Source Task Force. This Task Force, comprised of representatives from various resource agencies (i.e., agriculture and urban groups), each year has the opportunity to single out a few individuals in the State for special recognition relating to water quality. This year the award for outstanding effort in coordinating water quality management and educations issues was given to Dr. George Burbidge, Weber County Storm Water Management. Ms. Mesner presented him with a certificate and a $250 check. Ms. Mesner stated that Dr. Burbidge had the task of coordinating efforts across municipalities dealing with difficult nonpoint source issues. Dr. Burbidge felt this was an award to the county, which had incredible leadership. He stated that the county was looked to throughout the State for leadership for nonpoint-related issues as well as many of the things the county was doing on phase II. Chair Burton asked about water source protection legislation and Dr. Burbidge said that an interim hearing had been held last week at the Capitol and it related to culinary water. Weber County needs to get involved and deal with this especially as it relates to Ogden City because the entire Ogden Valley is their source. Ogden City is a class II city and as such does not have the ability to protect their source as a class I city or county. - Action Items:
- Approval of Contract with the U.S. Forest Service for Patrolling Areas of the Ogden Ranger
District of the Wasatch-Cache National Forest - Contract C2002-140
Weber County Sheriff Brad Slater stated that this was the contract executed each year for patrolling areas of the Ogden Valley. He said that the total contract amount paid by the State would not exceed $60,000. In the past it had been assumed that the patrols would be provided by overtime and the contract limited it and the county could only bill for the hours in overtime status. However, this contract is amended to remove that restriction. If the county is providing services in the National Forest, either under regular time or on overtime status, Weber County can bill against that total amount.
Commissioner Bischoff moved to approve Contract C2002-140 between Weber County and the U.S. Forest Service for patrolling areas of the Ogden Ranger District of the Wasatch-Cache National Forest; Chair Burton seconded, both voting aye.
- Approval of a Contract with the Second Judicial District-Utah State District Court for Bailiff
Services - Contract C2002-141
Weber County Sheriff Brad Slater explained that this was an agreement to reimburse the county for services provided to judges and the courthouse relating to the court's share of bailiff services. Sheriff Slater stated that there would be an addendum to this contract within about six weeks. The court has agreed to fund an additional $30,000 to the remainder of their fiscal year (to July 1) for security services to the Juvenile Court, which will be part of this contract. Renegotiations will take place in the Spring on this existing agreement.
Commissioner Bischoff moved to approve Contract C2002-141 between Weber County and the Judicial District-Utah State District Court for bailiff services; Chair Burton seconded, both voting aye.
- Approval of a Contract with the Utah Youth Rodeo Association for a Rodeo Program for
Children Ages 2-14 Years of Age - Contract C2002-142
Amy King, Golden Spike Event Center, gave an overview of this standard contract which allows for one rodeo per month through the end of July 2003. Commissioner Bischoff moved to approve Contract C2002-142 between Weber County and the Utah Youth Rodeo Association for a rodeo program for children ages 2-14 years of age; Chair Burton seconded, both voting aye.
- Approval of a Contract with Jed Norwood of Gung-Ho Inc. for an Expo and Trade Show
Centered Around Family Values at the GSEC from 1/30/2003 to 2/2/2003 - Contract C2002-143
Amy King, Golden Spike Event Center, gave an overview of this standard contract, outlining some of the events.
Commissioner Bischoff moved to approve Contract C2002-143 between Weber County and Jed Norwood of Gung-Ho Inc. for an expo and trade show centered around family values at the GSEC from 1/30/2003-2/2/2003; Chair Burton seconded, both voting aye.
- Approval of a Contract with Steve Quercio of Pro Monster Truck Racing Association for a
Motor Sport Event Inside the Golden Spike Arena on November 2, 2002 - Contract C2002-144
Amy King, Golden Spike Event Center, gave an overview of this standard contract. She stated that per the Weber County Attorney's Office recommendation, item 4 had been added to the contract which stated that should the county determine, in its sole discretion, that the ventilation was not adequate at any time during the event, the county and the lessee agreed to cancel the event and transfer this contact to a date suitable for the outdoor stadium. The GSEC is confident that they have adequate ventilation for this event.
Commissioner Bischoff moved to approve Contract C2002-144 between Weber County and Steve Quercio of Pro Monster Truck Racing Association for a motor sport event inside the Golden Spike Arena on 11/2/2002; Chair Burton seconded, both voting aye.
- Request for Approval of a Contract with the U. S. Department of Agriculture for a Special Use
Permit for the Building of the UCAN Radio Tower on Forest Service Land

- Final Approval of Trappers Ridge at Wolf Creek P.R.U.D. Phase 1, 13 Lots at 5802 East 2400
North, and the Acceptance of the Financial Guarantee of $67,295.00
Jim Gentry, County Planning Department, gave a brief overview of this Planned Residential Unit Development located in the Wolf Creek area of the Ogden Valley. Most of the improvements had been installed, with landscaping being the major one remaining. The Weber County Township Planning Commission unanimously recommended approval of this item. Commissioner Bischoff moved to grant final approval of Trappers Ridge at Wolf Creek P.R.U.D. Phase 1, 13 lots, located at 5802 East 2400 North and acceptance of the $67,295.00 financial guarantee; Chair Burton seconded, both voting aye.
- Final Approval of Elkhorn Subdivision Phase 5, 1 Lot at 5786 East Elkhorn Drive
Jim Gentry, County Planning Department, gave a brief overview of this 1-lot subdivision located in the Ogden Valley. All the improvements had been installed. The Weber County Township Planning Commission unanimously recommend approval of this item.
Commissioner Bischoff moved to grant final approval of Elkhorn Subdivision Phase 5, 1 lot, located at 5786 Elkhorn Drive; Chair Burton seconded, both voting aye.
- Appointment to Fill One Vacancy on the Weber County Library Board of Directors
Commissioner Bischoff, who serves on the Library Board, stated that the Board had taken applications for the vacancy and submitted three of those to the County Commission. He said that the Board had been making efforts to find geographic diversity throughout the county to serve on the Board and appoint members from various areas.
Commissioner Bischoff moved to appoint Gary Dohrer to the Weber County Library Board of Directors; Chair Burton seconded, both voting aye. - Public Hearing

- Public Hearing to Consider Approving a Revised Fairways Planned Residential Unit
Development (P.R.U.D.) at Approximately 3900 North Wolf Creek Drive
Jim Gentry, County Planning Department, showed the building plans. He stated that this P.R.U.D. had been approved by the Planning Commission a few months ago and the developer had revised it to show building envelopes instead of building footprints. The building pads will allow one of the four approved home styles to be built, whereas the building footprint would allow only a specific home to be built. The Weber County Township Planning Commission unanimously recommended approval of the proposed change. Chair Burton invited public comments and none were offered.

Commissioner Bischoff moved to approve the revised Fairways Planned Residential Unit Development located at approximately 3900 North Wolf Creek Drive; Chair Burton seconded, both voting aye. - Assign Pledge of Allegiance and Thought of the Day for Tuesday, November 5, 2002 at 2:00 p.m.
