COMMISSION MEETING
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, October 15, 2002 - 2:00 p.m.

Each Commission meeting is recorded on CD or audio tape, which is available to the public through the
County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all
citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include
opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to
state law.
Commissioners Present: Commissioner Kenneth A. Bischoff and Commissioner Camille T. Cain. Chair
Glen H. Burton was excused. Vice Chair Bischoff conducted the meeting.
Others Present: David C. Wilson, Deputy County Attorney, Alan McEwan, Comptroller, Clerk/Auditor's
Office. Fatima Blackford, Administrative Assistant, Clerk/Auditor's Office, took minutes.

Action Items:
Approval & Adoption of the Weber County Personnel Policy and Procedures Manual
Brad Dee, Human Resources Department Director, stated that the commissioners had an opportunity
to review this manual as well as the County Attorney's Office.
Commissioner Cain moved to adopt the Weber County Personnel Policy and Procedures Manual;
Commissioner Bischoff seconded, both voting aye.
Resolution Creating the Fort Buenaventura Advisory Board - Resolution 39-2002
Gary Laird, Operations Department Director, stated that Weber County received the responsibility on
July 1 of operating the Fort (formerly a State Park). The county asked several community-minded
individuals to serve on an ad hoc board to manage the transition and this resolution is to formally
create the Fort Buenaventura Advisory Board. The initial Board will be selected and appointed by the
County Commissioners. The Board shall consist of not more than 15 members and the terms of
appointed members shall be 4 years, with staggered terms. Mr. Laird will prepare a list of names of
people who have been on the Board and attended meetings. He indicated that a Master Plan was
underway for the Park.
Commissioner Cain moved to adopt Resolution 39-2002 creating the Fort Buenaventura Advisory
Board; Commissioner Bischoff seconded.
Resolution Appointing Two Representatives of Weber County to the Taxing Agency Committee
for All Roy City Redevelopment Project Areas - Resolution 40-2002
David Wilson, Deputy County Attorney, stated that Roy City was developing a new project area and
had contacted the County Attorney's Office. Under current law, Roy City must have two
representatives from Weber County to serve on their taxing agency committee. Ronald Kusina,
Executive Director of the Redevelopment Agency of Weber County, and Mr. Wilson are presently
serving on both the South Ogden and the Ogden Taxing Agency Committees. Commissioner Cain,
who has been serving as an alternate for the other taxing agency committees, asked if there should be
an alternate for this one as well. Mr. Wilson will modify the resolution to include Commissioner Cain
as an alternate.
Commissioner Cain moved to adopt Resolution 40-2002 appointing Ronald Kusina and David C.
Wilson as representatives and Camille T. Cain as an alternate of Weber County to the Taxing Agency
Committee for all Roy City redevelopment project areas; Commissioner Bischoff seconded.
Resolution Requesting Recertification of the Weber County Justice Court - Resolution 41-2002
David Wilson, Deputy County Attorney, stated that provisions of the Utah Code Annotated required
that Justice Courts be recertified at the end of each four-year term. Mr. Wilson further stated that an
accompanying opinion letter had been prepared from the County Attorney representing that the Weber
County Justice Court met the necessary standards for recertification. This resolution requested
recertification of the Weber County Justice Court by the Justice Courts Standards Committee and the
Utah Judicial Council for another 4-year term.
Commissioner Cain moved to adopt Resolution 41-2002 requesting recertification of the Weber
County Justice Court; Commissioner Bischoff seconded.
Final Approval of the Cascades at Moose Hollow Condominium Phase 2, in Wolf Creek, and the
Acceptance of a Financial Guarantee of $107,895.15
Craig Barker, County Planning Department Director, showed an area map and the proposed building
plan. He stated that Cascades at Moose Hollow was a continuation of the Moose Hollow
condominium project which was built on a ravine adjacent to the road that goes to Powder Mountain.
Cascades at Moose Hollow started as a single-building style. As the developers worked from the
bottom of this project back to the east, they came out of the ravine onto a flatter type of terrain, and
they have changed the building styles. The three storied height for the original Moose Hollow
development worked well down in the ravine but as they came out of it they have changed to a lower
height building style. The Planning Commission unanimously recommended approval of this item to
the County Commission.
Commissioner Cain moved to grant final approval of the Cascades at Moose Hollow Condominium
Phase 2 in Wolf Creek and acceptance of the $107,895.15 financial guarantee as presented;
Commissioner Bischoff seconded, both voting aye.
Setting Public Hearing Date (to be Determined by the Commission) on a Revised Fairways
Planned Residential Unit Development at Approximately 3900 North Wolf Creek Drive
Craig Barker, County Planning Department Director, showed an area map and a plan style stating that
this was the first project in the multi-family area surrounding the existing Wolf Creek golf course. Mr.
Barker stated that the access to this project will be the access road that will eventually tie into the
North Ogden Divide Road as it continues through. The petitioner is revising the original plan to show
building envelopes instead of building footprints. The building pads will allow one of the four
approved home styles to be built whereas the building footprint would only allow a specific home to
be built. The Weber County Township Planning Commission unanimously recommended approval
of the proposed change.
Commissioner Cain moved to set a public hearing for October 29, 2002 on the revised Fairways
Planned Residential Unit Development at approximately 3900 North Wolf Creek Drive;
Commissioner
Bischoff seconded, both voting aye.
Setting Public Hearing Date of November 19, 2002 for Public Input and Possible Action on the
West Central Weber General Plan
Craig Barker, County Planning Department Director, stated that this item had been on the previous
Commission agenda but a date needed to be confirmed. Commissioner Cain verified that UAC would
be holding a meeting on November 12. The commissioners discussed changing the evening
Commission meeting to November 19 to accommodate this item.
Commissioner Cain moved to set a public hearing for November 19, 2002 at 4:30 p.m. for public input
and possible action on the West Central Weber General Plan; Commissioner Bischoff seconded, both
voting aye.

Public Hearing on Amendment to Chapter 4, Suburban Residential Gravel Zone, SG-1 of the
County Zoning Ordinance, to Delete Suburban Residential and "S" from the Chapter Title and
to Delete Permitted Use 4-1.1, Any Use Permitted in Residential Estates Zones RE-15 and RE-20
This item and the next (G.3) are very similar and Kelly Grier, County Planning Department, presented
them together. She stated that currently under the Zoning Ordinance Chapter 4 (Suburban Residential
Zone, SG-1) and 4A (Suburban Residential Zone, SG-2) in the Residential Estates RE-15 or RE-20
uses such as single family residential dwellings, schools, home occupations, and churches were
permitted. They also allowed by Conditional Use Permit childcare centers, playgrounds, handicap and
elderly residential facilities. The RE-15 requires about 1/3 of an acre lot size and RE-20 about
