Commissioners Present: Chair Glen H. Burton, Commissioner Camille T. Cain and Commissioner Kenneth A. Bischoff.
Others Present: David C. Wilson, Deputy County Attorney, Alan D. McEwan, County Comptroller. Fatima Blackford, Administrative Assistant, Clerk/Auditor's Office, took minutes.

- Resolution Approving an Interlocal Agreement with Plain City to Renew Law Enforcement
Services Provided to Plain City - Resolution 30-2002, Contract C2002-97
Weber County Sheriff Brad Slater outlined this item. The City has approved the agreement and the amount for the term 7/1 - 6/30/02 is $66,404 and will increase each year as outlined in Attachment "A." The cities have been given notice that the law enforcement contracts will be renegotiated next year.
Commissioner Bischoff moved to adopt Resolution 30-2002 approving Interlocal Agreement C2002-97 between Weber County and Plain City to renew law enforcement services provided to the City; Commissioner Cain seconded.

- Resolution Approving an Interlocal Agreement with Plain City for Animal Services - Resolution
31-2002, Contract C2002-98
Weber County Sheriff Brad Slater stated that this contract was for current animal control services and it would be reviewed for next year. The commissioners pointed out typographical errors under Section 3 and in Exhibit "A" of the agreement, including the contract amount. Sheriff Slater stated that the amount should read $2,400.00, a figure based upon the City's population formula as outlined in the county's current ordinance. The Sheriff's Office will collect dog licensing taxes, issue dog licenses within the City, shelter and dispose of animals, and enforce the City's animal control ordinance.
Commissioner Cain moved to adopt Resolution 31-2002 approving Interlocal Agreement C2002-98 between Weber County and Plain City for animal services; Commissioner Bischoff seconded.

- Resolution Approving an Interlocal Agreement with South Ogden City for Animal Services -
Resolution 32-2002, Contract C2002-99
Weber County Sheriff Brad Slater stated that this contract was for temporary animal sheltering services only until a long-term solution to animal services could be reached between the various cities in the county and the county itself. Commissioner Cain asked for clarification on the pricing structure. Sheriff Slater explained that the various cities had received notice from Ogden City of a substantial increase in shelter costs. Initially, three cities approached Weber County asking if the county would provide animal services and, if so, at what price. These cities were provided a dollar figure for a temporary solution only (which included supplies, some labor & capital expenditures) for the county to handle the additional anticipated work load. Those cities then talked with three other cities, two of which decided to join with a proposal that they would fund the estimated $65,703.78 cost incurred by the county for one year. The cities decided to divide the amount equally between each participating city, regardless of the amount of animals. One of cities decided not to participate because they did not wish to pay 1/6 of that amount, thus leaving the almost $66,000 to be divided by five. The cities requesting services from Weber County South Ogden, Riverdale, Roy, Washington Terrace, North Ogden are agreeable to paying this cost. Chair Burton said that before Weber County expands its facilities, that a long-term commitment is needed and Sheriff Slater stated that those five cities had consistently indicated they were willing to make the long-term commitment and understood that the cost may increase next year.
Commissioner Cain moved to adopt Resolution 32-2002 approving Interlocal Agreement C2002-99 between Weber County and South Ogden City for animal services; Commissioner Bischoff seconded.

- Ordinance of Weber County Regulating Boating and Certain Other Activities on Pineview

- Request for Approval of the 2002 Weber County Tax Rates
Margarit Nersisian, Clerk/Auditor's Office, stated that the county tax rate was 0.003293 and the total assessing and collecting levies tax rate was 0.000336 for the year 2002.
Commissioner Cain moved to approve the 2002 Weber County tax rates as presented; Commissioner Bischoff seconded, all voting aye.
- Request for Final Approval of Weber Industrial Park Plat B, Subdivision of Lot 41
Jim Gentry, County Planning Department, showed area maps and indicated the location of this property. The petitioner is dividing Lot 41 into two parcels. The lot shown as Lot 50 has an existing Weber/Box Elder Water Conservancy reservoir for secondary water located on the rear portion of the property. The parcel with the reservoir will be 4.15 acres and the front parcel will be 3.26 acres. The Weber County Planning Commission unanimously recommended approval. Mr. Gentry addressed the commissioners' questions. He stated that the right-of-way will remain because it is the access to the reservoir and that the reservoir takes up the majority of the rear portion of the parcel.
Commissioner Bischoff moved to grant final approval of the Weber Industrial Park Plat B, subdivision of lot 41; Commissioner Cain seconded, all voting aye.
- Setting Public Hearing Date to Vacate 5150 N. 3450 E. & a Portion of 5250 N. in Willow Creek

See related minutes, 4/19/00, 5/24/00, 7/12/00, 12/6/00 & 4/17/01. Jim Gentry, County Planning Department, showed an area map. He stated that Weber County had recently put in 5100 N. This item is to vacate 5150 N. 3450 E. and a portion of 5250 N. The quit claim deeds for the new road should be signed within a week. All property owners have signed the agreement.
Commissioner Cain moved to set a public hearing date of September 17, 2002 regarding vacating 5150 North 3450 East and a portion of 5250 North in Willow Creek Phase 2; Commissioner Bischoff seconded, all voting aye. - Assign Pledge of Allegiance and Thought of the Day for Tuesday, August 20, 2002 at 2:00 p.m.
