Under the intermediate supervision of a Senior, Professional, Associate, or Assistant staff member, Technical Business Specialist performs the following types of intermediate level support duties. Bibliographic maintenance; collection maintenance; equipment operation and maintenance; accounts maintenance; directional public and information service; materials processing; routine office work; and other tasks of an intermediate support nature as required by individual library divisions. Assignments in this position category are based upon general proficiencies such as ability to read and interpret instructions, perform mathematical compilations, and organize information according to predetermined guidelines.
Collection Management: Complies with established collection development procedures and benchmarks. Assists with an ongoing, written collection development plan. Assists with the implementation of appropriate training opportunities for self and others. Assists with the implementation of guidelines for system purchasing plans. Assists with the implementation of guidelines for system weeding plans. Assists with procedures for maintaining the bibliographic and customer data bases. Complies with procedures for the selection, acquisitions, and cataloging of library materials.
Fiscal Management: Complies with procedures to ensure that public funds are received, recorded, deposited, and expended in an acceptable and honest manner. Assists in providing input for the division budget. Assists in ensuring fiscal accountability. Assists in system fund raising activities.
Personnel Management: Follows through on the implementation of procedures to ensure appropriate and effective communication at all levels. Assists with training of new employees. Assists with the implementation of quantifiable performance standards to be used as criteria for evaluating performance of self and others. Assists with solutions for dealing with problems associated with below standard performance of self and others. Assists in recognizing outstanding work performance in their division. Assists in helping employees focus work time upon activities which support agreed upon system and division goals and priorities. Assists in documenting work performance. Complies with work schedules to ensure adequate staffing and the best use of available resources.
Program Management: Follows through on a programming plan which advances the mission, roles, goals, and principles of the library system. Assists with system guidelines for tours, outreach activities, and library sponsored events. Assists in monitoring the appropriate use of meeting rooms and exhibit areas. Complies with procedures for library sponsored events.
Property Management: Supports system property management plan.
Public Service Management: Complies with procedures for continual improvement of customer service. Assists with quality reader’s advisory services. Assists with quality reference and referral services. Assists with quality customer accounts management services. Assists with a quality staff training program. Assists in implementing a public relations plan to promote library programs and services.
Technology Management: Complies with short term plans that help the library keep pace with the changing information environment. Assists with a maintenance program for library technology resources. Assists the public in utilization of computer and other technological resources. Complies with procedures for recording use of technology related services.
Education: Technical Specialist categories assume certain kinds of specific “technical” skills; they are not meant simply to accommodate advanced clerks. While clerical skills might well be part of the Business Specialists’s qualifications, the emphasis in an assignment is on special technical skills such as the ability to load computer programs or keep a general ledger sheet. The performance of a Business Specialist’s duties does not require a general education, but a high school degree supplemented by in-service training or on-the-job experience is preferred or an equivalent combination of education and experience.
Knowledge: Job assignments will vary within each division according to need, but each employee will be expected to have basic skills associated with either bibliographic maintenance (keyboard skills, knowledge of computer applications programs, etc.); collection maintenance (ability to file materials alphabetically and by Dewey Decimal Number, etc.); equipment maintenance (ability to clean keyboards, replace cartridges and ribbons, etc.); building, grounds, and vehicle maintenance (knowledge of cleaning supplies and equipment, ability to operate cleaning equipment, etc.); accounts maintenance (ability to handle and account for money, etc.); and general public information skills (answering the phone, shelving or retrieving materials according to standard library classification schemes, ability to meet the public, etc.). Must be able to operate and trouble shoot basic equipment in the library division (computers and printers, microfilm machines, copy and FAX machines, cash registers, video projection equipment, etc.). Must be able to follow Board policy and Library Administrative plans and procedures, take initiative, work well with staff and the public, and accept responsibility for his/her own actions.
While performing this job the employee is regularly required to lift up to twenty-five pounds, and occasionally up to fifty pounds. Must remove library materials from shelves at a maximum height of six feet; use hands to finger, handle, feel, or operate computer keyboards, tools, or controls; and reach with hands and arms. Must be able to operate small equipment. Must be able to move about the area, talk clearly with customers and vendors, and hear customer responses. Must have excellent close vision and good distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is required to walk, sit, climb, balance, stoop, kneel, crouch, and crawl.
While performing the duties of this job, the employee regularly works in a library public service environment, business office environment, in a library shop, or on library grounds.
